HomeMy WebLinkAbout22. 22-527DECEMBER 13, 2022 22-527 RESOLUTION (CARRIED________LOST________LAID OVER________WITHDRAWN________) PURPOSE: ACCEPT HAZARDOUS MATERIALS GRANT FROM GREEN LAKE COUNTY AND APPROVE AMENDMENT TO FIRE DEPARTMENT 2022 OPERATING BUDGET TO ALLOW FOR EXPENDITURE OF GRANT FUNDS FOR PURCHASE OF DUAL BAND PORTABLE RADIO ($7,517.31) INITIATED BY: FIRE DEPARTMENT WHEREAS, the Common Council has adopted the 2022 Operations Budget, which is on file in the Office of the City Clerk and available for public inspection; and WHEREAS, it is necessary to amend the 2022 Budget to: o Account for grant funds received and to allow for increase in revenues in account 0235-0230-20567 Hazmat Materials Grant for a grant received from Green Lake County and allow for an increase of expenditures of $7,306.67 for account 0235-0230-6550-20557 Minor Equipment to allow for the purchase of a dual purpose portable radio to enhance communications and increase interoperability on hazardous materials incidents. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2022 Operations Budget, on file in the City Clerk's Office, is hereby amended to accept the award and increase revenues and expenditures as follows for the purpose of purchasing a dual purpose portable radio: o increase in revenues in account 0235-0230-20567 Hazmat Materials Grant in the amount of $7,517.31 o increase expenditures in the amount of $7,306.67 for account 0235-0230- 6550-20557 Minor Equipment. TO: Honorable Mayor & Members of the Common Council FROM: Mike Stanley, Fire Chief DATE: November 21, 2022 RE: Accept Hazardous Materials Grant from Green Lake County and Approve Amendment to Fire Department 2022 Operating Budget to Allow for Expenditure of Grant Funds for Purchase of Dual Band Portable Radio ($7,517.31) BACKGROUND The Oshkosh Fire Department received a Hazardous Materials Grant from Green Lake County to purchase a dual-band portable radio. This award is through the Emergency Planning and Community Right to Know (EPCRA) grant from Green Lake County. ANALYSIS The Oshkosh Fire Department was awarded $7,517.31 from Green Lake County through the Wisconsin Emergency Management EPCRA Grant program. These funds will be utilized to purchase a dual-band portable radio to enhance communications and increase interoperability on hazardous materials incidents. FISCAL IMPACT This revenue was not originally budgeted for in 2022. A Budget Amendment is necessary to allow for an increase of revenues in account 0235-0230-20567, Hazmat Green Lake. This amendment will also allow for an increase of expenditures of $7,306.67 for account, 0235-0230- 6550-20557 Minor Equipment. RECOMMENDATION The recommendation would be that Common Council approve this amendment to accept the award and subsequently make purchases with the grant dollars.
