HomeMy WebLinkAbout21. 22-526DECEMBER 13, 2022 22-526 RESOLUTION (CARRIED_______LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: APPROVE GREAT NEIGHBORHOODS CAPITAL IMPROVEMENT PROGRAMS FUNDING IN THE AMOUNT OF $232,400.00 INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council approved funds in 2022 Capital Improvement Programs (CIP) for public improvements to be undertaken as part of a Great Neighborhoods Program; and WHEREAS, staff is recommending the following activities and/or improvements be undertaken 2022 CIP funds of the Great Neighborhoods Program which includes: 1) Menominee South Lagoon Cleanup $ 30,000 2) River East Roe Park Playground $ 200,000 3) Midtown Utility Box Wraps $ 2,400 $ 232,400 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that funded activities/improvements of the Great Neighborhoods Program, as noted above are hereby approved in the amount of $232,400. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to take those steps necessary to implement said program. Money for this purpose is hereby appropriated from: Acct No. 0323-0740-7216-63016 – Great Neighborhoods TO: Honorable Mayor and Members of the Common Council FROM: Brandon Nielsen, Associate Planner - Planning Services DATE: December 8, 2022 RE: Approve 2022 Great Neighborhoods Funding in the Amount of $232,400.00 BACKGROUND The Great Neighborhoods Program provides residents the opportunity to originate projects that enhance quality of life through strategic improvements to the public realm. Projects are intended to improve the image, market, and physical conditions of Oshkosh neighborhoods. Staff provided recognized neighborhood associations pursuing healthy neighborhoods the opportunity to apply for funding to support capital improvement projects within their neighborhoods. A total of four projects were submitted and staff is recommending three of the projects for Common Council consideration at this time. One project application was withdrawn by the neighborhood association that submitted it. In 2021, the Common Council approved a total of $98,114 of Great Neighborhoods Capital Improvement Program funding in the amounts of $26,114 (Res. 21-196) and $72,000 (Res. 21-423). A description of last year’s projects and the current status is listed below for your review. 2021 Projects Status 1. Jackson Street Corridor Study (Additional Funds) Completed 2. Sawyer-Paine Gazebo Design Plans In-Progress 3. Stevens Park Benches In-Progress 4. Riverside Park Gazebo Completed In 2022, the Common Council approved $175,000 within the City’s Capital Improvement Program for the Great Neighborhoods Program. ANALYSIS The following projects have been reviewed by City staff and are being proposed to utilize Great Neighborhoods Program funding. Projects are selected that help achieve the city’s strategic plan goals of improving and maintain infrastructure and enhancing the quality of life services and assets. Projects Recommended: 1. Lagoon Cleanup $30,000 The Menominee South Neighborhood Association is requesting the installation of two fountains in the Menominee Zoo Lagoons to improve water quality, increase aeration, and help control the weeds and algae that develop every year. The improvement in water quality from the fountains, along with the fountains themselves, will be an aesthetic enhancement to the zoo and lagoons as well. The project will include the purchase and installation of two fountains along with the necessary electrical upgrades. 2. Roe Park Playground $200,000 The River East Neighborhood Association worked closely with city staff to develop this project to help update features found in the park. Plans include replacing the park’s playground equipment, which has been identified as the oldest playground equipment in the City of Oshkosh, with brand new equipment. This will help implement sections of the Comprehensive Outdoor Recreation Plan. 3. Utility Box Wraps $2,400 The Midtown Neighborhood Association is requesting to wrap three city-owned utility boxes within their defined neighborhood boundary. The neighborhood worked closely with city staff to develop this project and to determine where it can be accomplished feasibly. The project will include the purchase and installation of three wraps. Rohloff Associate Planner - Planning Services City Manager GREAT NEIGHBORHOODS PROGRAM 2022 GREAT NEIGHBORHOODS PROGRAM PROJECT REVIEW GROUP PURPOSE Community Development staff has been charged with administering the City’s Great Neighborhood program. The Great Neighborhoods program is intended to enhance the image, market, and physical conditions of Oshkosh’s neighborhoods. The program provides residents the opportunity to originate projects that enhance quality of life through strategic improvements to the public realm. In an effort to fully engage stakeholders in the decision making process, staff developed a workgroup that is tasked with reviewing and scoring project proposals prior to submittal to Council for final funding approval. EXPECTATIONS  Understand the Great Neighborhoods program criteria and outcome areas  Review and score project proposals based on program criteria TIME COMMITMENT Review proposals: 1 hour session in Summer 2022 & 30 minute session on 11/30/22 GROUP STRUCTURE 1 member from the Oshkosh Healthy Neighborhood Alliance 1 Parks Department representative 1 Public Works Department representative 1 Community Development Department representative Planning Division staff will attend, but do not score GREAT NEIGHBORHOODS PROGRAM The Great Neighborhoods Program is designed to enhance the image, market, and physical conditions of Oshkosh neighborhoods. The program provides residents the opportunity to originate projects that enhance quality of life through strategic improvements to the public realm. Working in collaboration with City staff, residents initiate, plan, and implement projects and activities in the pursuit of Healthy Neighborhoods of choice in Oshkosh. The Great Neighborhoods Program is funded by the City’s Capital Improvement Program and is intended to strengthen neighborhoods in Oshkosh. ELIGIBLE PROJECTS Eligible projects must support capital improvements to the public realm; which includes: City-owned property/buildings, parks, and public streets. Applicants are strongly encouraged to work with City staff on project phasing for projects that cannot be implemented within 12 months of Common Council approval. Eligible applicants with complex projects may be advised to apply to support project planning rather than implementation. Preference will be given to projects that further implementation of an approved City of Oshkosh Plan or enhance a capital improvement project that has been identified within the City’s 5-Year Capital Improvement Program. It is common for complex projects to be broken into phases in order to accomplish tasks in the most efficient order. Each phase of a project may take longer than one year to complete, which can end up over lapping into the following program cycle year. In the past, we have allowed applicants to apply for the next phase of the project before the previous phase has been completed. This does not help projects get completed faster. In an effort to improve the program, projects that are part of a greater project occurring in phases will not be eligible if the preceding phase has not yet been completed. Phased projects must be completed in order before moving on to the next phase. Applicants can apply for funding to support conceptual project planning or project implementation. Groups working to support Healthy Neighborhoods in Oshkosh  Applicants in this category must be working to meet the requirements identified within the City of Oshkosh Neighborhood Association Recognition Policy OR an official City Board/Commission. If a project is located within a recognized neighborhood association area, a letter of support must be obtained from the neighborhood association. APPLICATION REVIEW PROCESS  Pre-application meeting is scheduled with the City of Oshkosh Planning Services.  Applicant submits a written proposal to the City of Oshkosh Planning Services Division. Please use the scoring matrix found on the next page to guide you.  A copy of the meeting minutes where the project was approved by the neighborhood association Board of Directors/Steering Committee/General Membership.  Proposals are reviewed by Great Neighborhoods Program Scoring Team and City staff to determine if it meets the program criteria.  Proposals meeting the program criteria will be submitted to the Common Council for consideration. Applicants must be present at the Common Council meeting to answer questions.  If Common Council approves the funding request, project implementation will be coordinated by the applicant and City staff.  Approval is subject to fund availability and will be allocated on a competitive basis. TEICHMILLER PARK BUTTERFLY GARDEN Installation of a native plant garden intended to attract butterflies while also being used as a community building and engagement opportunity and educational tool. WILLIAM WATERS PLAZA Multiyear project to enhance the design and use of a plaza dedicated to well-known architect Williams Waters. TREAGER INCLUSIVE PLAYGROUND Improvements to the playground located on the Traeger Elementary School. STEVENS PARK IMPROVEMENTS Improvements to Stevens Park include a new playground equipment, tennis courts, basketball hoops, community garden, trash receptacles and benches. RIVERSIDE PARK TRASH RECEPTACLE Installation of trash receptacles to assist with Riverside Park beautification efforts. MIDDLE VILLAGE COMMUNITY GREEN SPACE After the removal of two blighted homes, a pedestrian path and landscaping was installed providing two safe community gathering spaces. MENOMINEE PARK OUTDOOR EXERCISE EQUIPMENT Installation of outdoor exercise equipment next to the trail following Hazel Street. Using the model from the downtown utility box project, durable vinyl wraps will have art work printed on them and then applied to each utility box. Midtown has reached out to Art City and acquired costs estimates. Art City has a history in vinyl wraps and is an experienced art firm that will help guide Midtown in this endeavor. The purpose of the project is to provide quality local art to our residence and create a sense of place and belonging within our neighborhood. Joe Stephenson will be the primary contact for the neighborhood and help to coordinate with the City, artists, Art City, and any other interested parties. Start Date::spring of 20232023 End Date:: August 2023023 Location of utilities boxes are as follows:: Corner of Main Street and New York Ave: these two boxes will serve as creative way finding signage, welcoming residents into the neighborhood. "Mid" and "Town""will be displayed on the boxes, among other to be determined design elements. Corner of Main Street and Irving Ave: one box, there are no predetermined design plans for this box. Scope/Quality/Creativity/Anticipated Outcomes: The project will cover three utility boxes. Working with Art City, we will find local artist to use their innate creativity to provide designs and ideas for the wraps. The anticipated outcome is to replace unsightly utility boxes with works of art and create a sense of place. CITY OF OSHKOSH GREAT NEIGHBORHOODS PROGRAM City of Oshkosh 2 2022 Great Neighborhoods Program Neighborhood Benefit: The neighborhood will get numerous benefits from the project. A negative aspect, utility boxes, will be turned into a work of art and become a positive in the neighborhood. Local artist will be engaged. The neighborhood will gain notoriety and the art will create a welcoming entrance into the neighborhood. Project Readiness: This project has been planned for a number of years and with the guidance from the City and Art City, the neighborhood is ready to move forward, pending funding approval. Consistency with Existing Plans and Policies: Our neighborhood bylaws outline our duty to create a welcoming and beautiful neighborhood for everyone to enjoy. Also the City has encouraged more public art throughout the central city. We feel that this project matches both of those missions. Neighborhood Association Involvement: The neighborhood will be involved with this project every step of the way. We are committed to this project and will ensure it's completion. Midtown Neighborhood Association June 6th, 2021 10:00 AM 1010 Jefferson Street Minutes 1.Call to order Chairperson Joe Stephenson called the meeting to order at 10:17 AM. 2.Roll Call/Excused Absences Steering Committee Members Present:Joe Stephenson, Betsy Kunde, David Rucker, Sam Stephenson and Vicky McCann Steering Committee Members Excused: Alana Erickson, Jamie O’Brien and Sheila Witt. Others Present: Bruce Kunde and Shirley Brabender Mattox 3.Discussion/Action Items a.Park Space Update Chairperson Stephenson gave an update on People for Parks and their efforts to get a park space in the Central City. The Steering Committee entered into a conversation with the following being discussed: ●Potential locations for the park. ●Potential sources of funding. ●Next steps No action was taken. b.Bike Registration Event Committee Member Rucker gave an update on the City’s bike registration efforts and proposed an event that would get more bikes registered in the Central City. The Steering Committee entered into a conversation with the following being discussed: ●Time and date of the event. ●Food Trucks and other food options for the event. ● Next steps. Committee Member Rucker decided to look further into the logistics of the event and get back to the Steering Committee. c. Utility Box Art and Great Neighborhoods Application Chairperson Stephenson gave an overview of the Utility Box Art idea and the partnership between Midtown and Menomonee North. He informed the Steering Committee that a Great Neighborhoods Application could cover the costs of the project. The Steering Committee entered into a conversation with the following being discussed. ● Location of the utility boxes. ● Number of utility boxes. ● Using the boxes as creative wayfinding. ● Cost per box. ● Partnership with the School District and Menomonee North. Committee Member Rucker made a motion to approve the Utility Box Art and move forward with the Great Neighborhoods Application with the following conditions: ● The boxes on the corner of Main Street and Newyork Avenue will be used as a “welcome sign”, notifying people they have entered the Midtown Neighborhood. ● It will be preferable for up to four utility boxes to be decorated. The motion was second by Committee Member Kunde. The motion carried. d. Standing Meeting Chairperson Stephenson proposed setting a meeting for the second Saturday of the month between the months of March to October. The Steering Committee agreed to keep their calendars open the second Saturday of the month and have a meeting during that time if needed. 4. (4)Neighborhood Update (a) Street safety (i)City reluctant to add more signs to terraces. Much concern of speeding and driving wrong way on our two one-way streets. Teagan Janners-Jording suggested adding bike lanes. Also would like speed bumps added to these two streets. (ii)Lighting concern for southern part of neighborhood, especially at Jefferson/Lincoln; Mt. Vernon/Fulton/Lincoln intersections. (b)Utility Box Art update (i)City wants to assess value and response of downtown wraps before placing on more utility boxes. Goal is 2023 for our neighborhood. (c) Block Party (i)To be an annual event. (d)Neighborhood Beautification (i)As an older established neighborhood, many trees are aging out and dying. This leaves a gap in shade/beauty provided. City does provide free trees for terraces but resident must call and request the planting. A variety of trees are available.
