Oshkosh Public Library
October 27, 2022
The Regular Meeting of the Oshkosh Public Library Board of Trustees was held on October 27, 2022, in the
Lower Level of the Oshkosh Public Library. The meeting was called to order at 4:00 p.m. by President, Bill
Bracken.
Present were: Bill Bracken, Julie Davids, Larry Lautenschlager, Christine Melms-Simon, Lindsay Mugerauer,
Baron Perlman, David Romond, David Rucker, and Samantha Teal, Adjunct Board Member. Absent were: Kim
Brown and Amber Shemanski. Others present were: Jeff Gilderson-Duwe, Oshkosh Public Library Director;
Ruth Percey, Assistant Director for Public Services; Lisa Voss, Assistant Director for Library Development;
Julie Schmude, Business Manager; Stephanie Thomas, Head of Cataloging and Processing; Steve Barney, a
member of the public and Tracie Schlaak, Administrative Specialist.
Consent Agenda Items:
• Meeting Minutes of the Regular Meeting of September 29, 2022
• Vouchers payable - $430,235.94
• 2023 Retirement Planning Incentive Program – Library Director proposes to continue incentive
program for advance notification of intention to retire.
Motion to approve consent agenda as presented at the meeting
Motion: Perlman; Second: Lautenschlager; Vote: Unanimous
New Business
• Stephanie Thomas, Head of Cataloging and Processing introduced herself and spoke of what everyone
does in her department.
• Proposed Trust Fund Expenditures – Round Five: Director proposes using $1,300 from the OPL
Program Support fund to purchase books to be given away as prizes in the 2022-2023 Wild Winter Read
Off program to teens and Pre-K children.
Motion to approve the proposed Trust Fund Expenditures – Round Five.
Motion: Mugerauer; Second: Davids; Vote: Unanimous
Library Director’s Report
• The director gave an update of the 2023 Library operating budget process.
