1. PROPERTY TAX BILL PROCESSING: The 2023 tax levy was finalized and adopted by
Council on November 9, 2022. City Staff is currently preparing the annual property tax
bills. During the quality control review of the property tax bills it was determined that
our tax software has some limitations; so City personnel are working closely with the
software support team to ensure the accuracy of tax bills. Tax bills will be mailed by
December 19, 2022 per State Statue 74.05(5).
2. OSHKOSH MEDIA IN THE HOLIDAY SPIRIT: Holiday music is filling the airwaves
and the community’s spirit is on full display on Oshkosh Media. Oshkosh FM 101.9, the
city’s only community radio station, is once again providing holiday music from 4 p.m. -
midnight on weekdays, and 7 a.m. - midnight on weekends. Staff continues to promote
the holiday tunes to Celebration of Lights (COL) attendees, and COL is also hanging up
signage as people enter the event to encourage them to turn their dial to WOCT on 101.9
FM. Oshkosh Media Life TV is also getting in on the festivities by airing replays of the
December 1st Holiday Parade. You can watch online on Oshkosh Media’s YouTube

available on Spectrum Cable channel 2, and streaming live in HD on Oshkosh Media’s

3. DOWNTOWN TRANSIT CENTER UPDATE: The renovation of the downtown transit
center and driver comfort station is wrapping up for the year. Both driving lanes, 2/3 of
the platform and the heated shelter have reopened. The driver comfort station and
supervisor office will be in use shortly. The bus pass sales area is being finalized and
hours will be announced soon. While we are excited to begin use of the renovated areas,
some issues have arisen. Passengers would like to enjoy using the renovated heated
shelter; however we are receiving complaints of the homeless population using the
shelter for extended periods of time. This makes it difficult to maintain the shelter for its
intended use. The shelter is designed for bus passengers waiting a very short-time for
the bus to arrive or to transfer between buses. We will continue to discourage loitering
and are hopeful the planned 24/7 Day by Day Warming Shelter may help alleviate this
concern. The renovation has upgraded safety and security at the center by adding
cameras, reducing tripping hazards, upgrading lighting and adding onsite supervision.
The final 1/3 of the platform, storm water management, and final landscaping will be
completed as weather allows probably next spring. If you have any questions about this,

4. LOOKING AHEAD: Among the meetings I have scheduled for the week of December
5 include the following: At 9:00 AM on Monday I will be attending the virtual Whitburn
Center meeting. On Tuesday at 12:30 PM I will be meeting with Winnebago County
Executive and staff to discuss the Micro Transit Pilot study to replace Route 10 between
Oshkosh and Neenah. On Wednesday at 11:30 AM I will be attending Active Threat,
Customer De-Escalation training. At 7:30 AM on Thursday I will be attending the
GOEDC Executive Committee meeting. At 2:00 PM I will be attending the virtual Local
Government Funding meeting. At 4:30 PM. I will be attending the GOEDC year-end
event. At 6:00 PM I will be on Cheryl Hentz’ s “Eye of Oshkosh” program that is being
taped that evening. I will be out of the office on Friday, December 9. If you have any
