PURPOSE: APPROVE COMMITMENT TO WINNEBAGO COUNTY FOR
FIBER INSTALLATION COST SHARING PROJECT TO EXTEND
SERVICE TO CONNECT STATION 19 OSHKOSH FIRE
DEPARTMENT ($214,000.00)

WHEREAS, the City of Oshkosh reviewed options to complete fiber connection
for Fire Station #19; and
WHEREAS, City staff were made aware of an opportunity to work with
Winnebago County which also has a fiber expansion project planned along the same
route; and
WHEREAS, the County and the City have agreed it would be beneficial to cost
share in the construction for a common/shared route would help eliminate duplicative
costs for taxpayers to the city and Winnebago County; and
WHEREAS, Finance has confirmed sufficient unallocated ARPA funds are
available for this additional project in the amount of $214,000.00; and
WHEREAS, Staff recommends a budget commitment of $214,000.00 to Winnebago
County for the City’s share of this project to complete the fiber installation from Fire
Station #18 on Murdock & Bowen to Fire Station #19 on Snell Road.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh ARPA funds are allocated to complete this project in the amount of $214,000.00
Account No. 02240110 7202 15134 ARPA Special Revenue Information Technology.
BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that
the budget commitment between the City of Oshkosh and Winnebago County for the
fiber connection, is hereby approved.

BACKGROUND
The City began a cooperative build out of its fiber optic network in 1998, in conjunction with the Oshkosh
Area School District (OASD), Fox Valley Technical College (FVTC), the University of Wisconsin Oshkosh
(UWO) and Winnebago County. In 2002 we completed phase 3 of this network build, which completed
the connectivity to all staffed facilities owned by the city of Oshkosh, with the exception of Fire Station
#19, located at 1000 W. Snell Road.
ANALYSIS
Staff reviewed options to complete fiber connection for Fire Station #19, which as an independent project
would cost approximately $500,000. City staff were made aware of an opportunity to work with
Winnebago County which also has a fiber expansion project planned along the same route. The cost
sharing in the construction for a common/shared route would help eliminate duplicative costs for
taxpayers to the city and Winnebago County.
FISCAL IMPACT
An additional $214,000.00 of ARPA funds is needed to complete the shared portion of the Station #19 /
County project. This project is listed in the “Resolution to Appropriate ARPA Funds for Specific 2023
Infrastructure Projects. If this resolution is approved, this project would be charged to A/N#: 02240110
7202 15134 (ARPA Special Revenue Information Technology).
RECOMMENDATION
Staff recommends a budget commitment of $214,000.00 to Winnebago County for the City’s share of this
project to complete the fiber installation from Fire Station #18 on Murdock & Bowen to Fire Station #19
