FOR ENGINEERING DESIGN SERVICES FOR SAWYER CREEK RURAL II DETENTION BASIN ($495,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with Strand Associates, Inc. for design services for Sawyer Creek Rural II Detention Basin in the amount of four hundred ninety-five thousand dollars ($495,000.00). (Strand) for Engineering Design Services for Sawyer Creek Rural II Detention Basin ($495,000) BACKGROUND The City of Oshkosh was awarded a construction grant from the Wisconsin Department of Natural Resources (WDNR) Municipal Flood Control Grant Program for the construction of the Sawyer Creek Watershed Rural II Detention Basin. The approximately 55-acre dry detention basin will have the ability to store approximately 300 – 400 acre-feet (approximately 114 million gallons) of storm water and will be constructed similar to the James Road Detention Basin. The Department of Public Works requested a proposal from Strand for assistance with engineering design services for the Sawyer Creek Rural II Detention Basin. The services to be provided will include collecting survey information necessary for design drawings; modifying the Federal Emergency Management Agency (FEMA) effective hydrologic and hydraulic models in accordance with FEMA and the WDNR Guidelines to review the floodplain area under multiple conditions; providing floodway delineation of the City-selected condition; providing a basin failure analysis for the Project basin; communicating with the WDNR regarding breach geometry and criteria to use in the basin failure analysis model; preparing a Hydraulic, Hydrologic, and Stability Analysis Report in accordance with WDNR regulations; preparing a storm water management plan for the 80-acre fill site located south of the Project basin; preparing bidding documents for the Project; preparing Opinion of Probable Construction Costs (OPCC) based on sixty percent (60%) drawing and updating the OPCC based on final Project drawings; providing assistance during bidding; providing permitting assistance; and providing Plans and Specifications, AutoCAD files of Project survey and design, ESRI ArcGIS files created or updated for the Project, and model files generated for the Project. FISCAL IMPACT The cost of these services is estimated not to exceed $495,000. The cost for these services was included in the Storm Water section of the 2022 Capital Improvements Program (Account #03210410-6804-04115/Contract Control-Storm Sewer-21-15 Sawyer Creek Watershed Detent). RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh (Code) provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed this agreement and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve the award of this professional services agreement.
