PURPOSE: APPROVE SPECIAL EVENT AND NOISE VARIANCE /
PYROTECHNICS GUILD INTERNATIONAL INC (PGI) / HOLD
PGI 2023 CONVENTION AT THE SUNNYVIEW EXPOSITION
CENTER & TO UTILIZE WINNEBAGO COUNTY COMMUNITY
PARK FOR PARKING ON AUGUST 12 - 19, 2023
INITIATED BY: CITY ADMINISTRATION
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that approval is granted to Pyrotechnics Guild International, Inc. (Carol Hostetter)
to hold the 2023 PGI Convention at Sunnyview Exposition Center and to utilize Winnebago
County Park for parking on Saturday, August 12 from 8:00 a.m. to 10:00 p.m. Saturday,
August 19, 2023 (actual event times will be from 8:00 a.m. – 1:00 a.m. daily; rain date
extends to August 20), for the PGI Convention in accordance with the municipal code and
the attached application, with the following exceptions/conditions:
A. A temporary noise variance is granted to allow excessive noise
between 8:00 a.m. and 1:00 a.m. each day
B. Approval is contingent upon completion of all permits, licenses,
contracts and/or other agreements with the Winnebago County
Parks, Winnebago County Board and Town of Oshkosh
BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer
shall pay the City’s actual costs for extraordinary services. Approval of this request shall
not be interpreted as approval to conduct the event during any period of emergency order
or declaration prohibiting such event. Approval of this event shall not be interpreted to
supersede any emergency order or declaration applicable to such event and all events shall
remain subject to all applicable ordinances, orders, declarations and requirements for
public gatherings.

RE: Approve Special Event and Noise Variance - Pyrotechnics Guild International (PGI)
to hold PGI 2023 Convention at the Sunnview Expo Center & to utilize Winnebago
County Community Park for parking August 12 – 19, 2023
PGI hosts an annual convention in different locations throughout the country where their
members come together to learn from the best pyro-technicians around. Each year the convention
brings over 3,000 members and their families to locations across the country to learn how to design
fireworks and shoot displays; all in a safe, legal and controlled environment.
The Oshkosh Convention and Visitors Bureau (OCVB) has been marketing Oshkosh as a place to
host this Convention for the last several years. PGI is considering Sunnyview Exposition Center as
the Convention’s location for August 2023.
The Convention is held Saturday through Friday and may be extended an extra day pending
severe weather. Throughout the daytime hours members can attend educational sessions, kids
programs, tradeshows and more.
Evening hours are filled with firework displays built by the members themselves and competitions
typically last until 12 a.m. Two to three nights throughout the week will be deemed Community
Nights (usually held Sunday, Tuesday or Wednesday, and Friday nights), in which PGI sponsors
firework displays for the public to enjoy. A noise variance has been requested each night until 1
a.m. to allow for the competitions and firework displays. Extended noise variance times allow PGI
staff to properly detonate and/or dispose of any “duds” or “undetonated” fireworks at the end of
each evening.
PGI staff does realize the impact on the residents and businesses in surrounding areas and reaches
out to them through door to door contact and by leaving notification letters as needed about their
upcoming convention. In some instances, PGI has provided incentives to those property owners
significantly impacted by the Convention. Their goal is to be good partners with the community in
which the Convention is held.

While only some of the firework displays will be detonated in the City of Oshkosh, others will be
detonated in the Town of Oshkosh. PGI is working with all respective stakeholders to gain the
proper approvals, waivers and permits necessary to allow for the event to take place.
There is no anticipated fiscal impact for the City of Oshkosh. The community nights may require
some police services, however, these services will be reimbursed by PGI, as they will be
responsible for all Special Events Extraordinary Services Fees.
