HomeMy WebLinkAbout20. 22-498NOVEMBER 22, 2022 22-498 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AMEND 2023 CIP BUDGET AND APPROVE THE COOPERATIVE PURCHASE OF EIGHT FORD BRONCOS FROM EWALD AUTOMOTIVE GROUP FOR INSPECTION SERVICES DIVISION ($235,904.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the 2023 Capital Improvement Program (CIP) includes an allocation of $167,500.00 for the Inspection Services Division to purchase eight Ford Broncos to perform site visits and other duties in the field; and WHEREAS, Finance has confirmed that there is sufficient funds in the Inspections Services Enterprise Fund to pay for the overage of $68,404.00; and WHEREAS, staff is recommending that the 2023 CIP be amended to allocate $235,904.00 to the purchase of these Ford Broncos with the overage being funded from the Inspections Services Enterprise Fund; and WHEREAS, by participating through the State of Wisconsin Sourcewell Cooperative Purchase program, staff was able to obtain a more competitive price for Ford Broncos; and WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that purchases may be done without the use of formal sealed quotations or bids pursuant to a contract with any other local, state or federal governmental unit or agency; and WHEREAS, Ewald Automotive Group holds the Sourcewell cooperative contract (#505ENT-M21-VEHICLES-03) for these vehicles. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Oshkosh that the 2023 Capital Improvements Budget, on file in the City Clerk’s Office, is hereby amended to allocate $235,904.00 to the purchase of eight Ford Broncos for the Inspection Services Division with $68,404.00 to be funded from the Inspections Services NOVEMBER 22, 2022 22-498 RESOLUTION CONT’D Enterprise Fund. BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicles: Ewald Automotive Group N48 W36833 E Wisconsin Avenue Oconomowoc, WI 53066 Total: $235,904.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Urben, General Services Manager DATE: November 15, 2022 RE: Amend 2023 CIP Budget and Approve Cooperative Purchase of Eight Ford Broncos from Ewald Automotive Group for Inspection Services Division ($235,904.00) BACKGROUND The Common Council allocated $167,500.00 in the 2023 CIP for the Inspection Services Division to procure and add 8 vehicles to the fleet for staff to perform site visits and other duties in the field. After discussion with the Central Garage Fleet Mechanic, it was staff consensus that the 2023 Ford Bronco Sport Base vehicle was an excellent match for the needs of this vehicle in terms of inventory availability, all-wheel drive capability, fuel efficiency and cost. ANALYSIS Purchasing has confirmed that Ewald Automotive Group holds the State of Wisconsin cooperative contract (#505ENT-M21-VEHICLES-03) for these vehicles. Purchasing has confirmed this purchase is pursuant to the cooperative purchase exception of our purchasing ordinance. Under state contract each Bronco cost is $29,488 which is $1,522 less than list price cost. For all eight vehicles the City will avoid $12,176 from list price cost. FISCAL IMPACT The 2023 CIP allocated $167,500.00 for these vehicles. The total cost for the eight vehicles is $235,904.00. Finance has confirmed there are sufficient funds in the Inspections Services Enterprise Fund for the $68,404.00 overage. This purchase will be charged to A/N#: 05710750 7210 (Motor Vehicles). RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12- 15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council amend the 2023 CIP Budget to $235,904.00 for these vehicles and approve this cooperative purchase to Ewald Automotive Group, N48 W36833 E Wisconsin Avenue for $235,904.00.
