PUBLIC MEETING NOTICE FOR WASTEWATER UTILITY FACILITY PLAN: Notices have been sent with City of Oshkosh property owners November utility bills informing them of a Public Information Meeting regarding the Wastewater Utility Facility Plan (Facility Plan), scheduled for 6:00 p.m. on Tuesday, November 29, 2022, at the Seniors Center North Meeting Room, 200 North Campbell Road, Oshkosh. Copies of the notice were also mailed to the East Central Wisconsin Regional Planning Commission and all of the neighboring township Sanitary Districts that have wastewater treated at the City of Oshkosh Wastewater Treatment Plant. The Facility Plan includes recommendations for phased improvements across many aspects of the Wastewater Utility necessary to maintain essential infrastructure and meet regulatory requirements over the next twenty (20) years. Paper copies of the draft Facility Plan will be available for viewing by Monday, November 21, 2022, at the City Clerk’s Office (Room 108 of City Hall) and at the office of the Engineering Division of the Department of Public Works (Room 301 of City Hall). A copy of the draft Facility Plan will also be available by Monday, November 21, 2002 on the City’s website at the following link: https://www.ci.oshkosh.wi.us/PublicWorks/Documents/DraftWWTPFacilityPlan.pdf All interested parties are encouraged to attend the Public Information Meeting to learn about the Facility Plan, submit questions, and provide comments. Comments may also be sent to the following e-mail address: DPW@ci.oshkosh.wi.us. All comments must be received by Friday, December 2, 2022. A Public Hearing for the Facility Plan will be held at the December 13, 2022 Common Council meeting. ANNUAL HOLIDAY FOOD AND TOY DRIVE: The Oshkosh Fire Department Local 316 will be holding its 24th Annual Holiday Food and Toy Drive. They will be collecting in local neighborhood’s starting at 5pm on November 29, November 30, December 5, 8 and 13. Collection barrels will also be located outside Station 15 to drop off donations of new (unwrapped) toys, wrapping paper/tape, non-perishable food items and monetary donations/gift cards for local families in need in our community. For more information see the attached flyer, call 920-236-5240, or email eshea@ci.oshkosh.wi.us. 3. 2022 CITIZEN'S ACADEMY: Tuesday, September 20, 2022, was the official kickoff to the 2022 Citizen’s Police Academy that ran from September 20 – November 8. Thirteen members of the community participated in the academy this year where they learned about the policies, procedures and personnel of the Oshkosh Police Department. They gained hands-on experience in topics such as: K9 Unit, Investigations, Drug Investigations, LEAAP, Human Trafficking, Drone, Behavioral Health Officer and K9 Magic, Project Lifesaver, Apex Officer Virtual Reality Simulator, SWAT, DAAT, Personal Safety and Crisis Negotiations. Academy members also participated in the Run With The Cops event for Special Olympics on October 6. A highlight of the academy is the ride along with an officer, which gives them an up close and personal look at the life of an officer on the job. The Citizen’s Police Academy helps build a stronger relationship between the Oshkosh Police Department and the citizens we serve! 4. OPD ANNUAL FULL-SCALE EXERCISE: On November 16, 2022, the Oshkosh Police Department conducted a training of its Incident Command System to include administrative functions, SWAT and crisis negotiations. The police department routinely tests procedures through scenario-based training to assure a high quality response to emergency situations. The scenario is used to gauge what the department does well and to discover any improvements that can be made. This recent test of our Incident Command System was found to be successful and valuable to those involved. The Oshkosh Police Department would like to thank the YMCA of Oshkosh for the use of one of their camps to conduct the training. 5. WELCOME TO THE OPD: The Oshkosh Police Department recently welcomed the following individuals:  Part-time Clerical Assistant - Madison Maher is a 2019 graduate from Oshkosh North High School. She is currently attending UW – Oshkosh majoring in Anthropology and a minor in Criminal Justice. In addition to her clerical duties with the Oshkosh Police Department, Madison is employed at Evergreen Retirement Community as a Residential Assistant.  Community Service Officer - Garrett Dahms currently resides in Omro and is a 2020 graduate of Omro High School. He currently serves in the Army Reserves where he was eventually assigned to the Military Police and spent time deployed at Fort McCoy. Garrett is currently enrolled at FVTC in the Criminal Justice Program. Prior to becoming a Community Service Officer, he was employed at Kwik Trip.  Community Service Officer - Alexys Schneider is a sophomore at UW-Oshkosh in the Criminal Justice Program. She currently resides in Oshkosh and North Fond du Lac when she is not in school. Prior to becoming a Community Service Officer, Alexys worked at Mr. Detail as a car detailer. 6. LOOKING AHEAD: Among the meetings I have scheduled for the week of November 21 include the following: On Monday at 7:30 AM I will be meeting with Mayor Palmeri to discuss Tuesday’s agenda. At 2:00 PM. I will be hosting the 4th quarter Employee Virtual meeting. On Tuesday at 3:00 PM I will be meeting with Community Development Director Kelly Nieforth and area developers. As a reminder, city offices are closed on Thursday the 24th in observance of Thanksgiving, and I will be out of the office on Friday. Due to the shortened week, there will be no newsletter next week.
