Downtown Oshkosh BID Board Minutes
September 20, 2022
Present: James Evans, Sandra Prunty, Chanda Anderson, Marlo Ambas, Jill Anderson,
Carrie Olson, Andy Ratchman, Barb Nelson, Aaron Armstrong, Autumn Urban
Excused: Jim Stapel, Megan Lang, Kris Larson, Derek Mulloy

I. Call to Order
Acting Chairperson Evans called the meeting to order at 8:10 a.m. A quorum was declared
present.
II. Approve Minutes of the September 20, 2022 Meeting
The minutes of the September 20, 2022 were approved unanimously as written.

III. Approve September 20, 2022 Monthly Financial Report
The September, 2022 financial report was approved unanimously as presented. (J. Anderson,

IV. Policing/Traffic/Parking/Enforcement Issues
Sgt. Pettit. No concerns. DORA has been great no issues. Pub Crawl seems to be no longer so
much in the downtown.
V. Designated Outdoor Refreshment Area (DORA) Discussion
Meidl stated still haven’t had any negative comments or concerns. OPD has had positive
interactions with patrons. C. Anderson would like to see hours expanded 1:00 – 9:00 Thursday –
Saturday Thursday before Memorial Day through December. Encourage stores to stay open
later on Thursdays. DORA will be discussed with City Council at the October 25 presentation.
VI. Approve 2023 Downtown Oshkosh BID Budget and Operating Plan
The 2023 Downtown BID budget and operating plan was approved unanimously as presented.

VII. Recruitment Grant Application
Discussion on the recruitment grant application and who reviews the application. Concerns
were raised over who is viewing financial portions. Discussed forming a recruitment grant
committee. Evans, Urban, Ambas, and Olson volunteered to be on the committee. This would
involve how the grant works, who is eligible, and explaining to potential new BID members.
VIII. BID Manager and BID Committee Reports
Member CO discussed Halloween and lighting windows downtown. There will be judging for
the 20 participating businesses. Pedal Pub will be downtown, Caramel Crisp will have a wine
tasting, Time will have a movie, and Grand may have live characters walking around outside
near the square. Discussed Christmas and events around downtown to include windows art,
gift wrapping in 404 building, and a madrigal also in the 404 building. Meidl discussed moving
the December Wine Walk to be moved to spring as only two events are allowed per calendar
year. Discussed possibility of switching the event to a beer and seltzer walk as these can be
unlimited throughout the year. The parade sponsorship is good. Oshkosh Defense is main
sponsor. Have received good feedback regarding pushing the date into December. There will be
huge inflatable balloons floating with UWO students handling the strings. A jazz group will
perform at the tree lighting.
IX. Other Business
No other items of business were identified.
X. Identification of Agenda Items for the November 15, 2022 Meeting
DORA and Holiday Parade were identified as agenda items for the November 15th meeting.

Priorities for the Month:
• Post on social media 5+ times per week
• Continue email template to be sent out to property/business owners
• Change message on interchangeable sign
• Continuous website updates
• Participate in biweekly Community Partner Update with Oshkosh community leaders
• Attend monthly Chamber EDAC meetings and give monthly BID update
• Meet with Rob Kleman from the Chamber and Tricia Rathermal from GOEDC once per
month for downtown opportunity update
• Reconcile gift card account and BID invoices every Friday
• Develop and send community newsletter (I send these as I feel they are needed)
• Put on First Friday event every First Friday of each month
