1. GO TRANSIT ROUTE 10 SETTING NEW COURSE: As you may be aware, Route 10
the fixed transit route between Oshkosh and Neenah, is being re-evaluated by GO Transit
and Winnebago County. The route connects GO Transit and Valley Transit as well as
serving other area commuters. Rising costs and declining ridership have made the
current Route 10 program financially unviable. The route was struggling and the
pandemic worsened the issues. GO Transit hired a transit consultant to evaluate the
route and make a recommendation. The consultants recommended piloting an on-
demand micro-transit program to replace the fixed route 10. This recommendation is
supported by the Transit Advisory Board and Winnebago County. GO Transit is
working with the East Central Wisconsin Regional Plan Commission to define the pilot
program. In the meantime, Route 10 will continue to operate minimally through the first
quarter of 2023 and/or until the pilot program is ready to start service. The majority of
Route 10’s current ridership is employment related. The city and county agree that
providing a basic level of mobility to help area residents connecting with fixed-route
services and the larger Oshkosh and Winnebago community is essential. If you have

2. RARE COLLECTION ON DISPLAY NOW: An impressive collection of decoy ducks is
on display through Nov. 1 on the second floor of the Oshkosh Public Library. The hand
carved wooden decoy ducks are on loan from Roger Ludwig, president of the Midwest
Decoy Collectors Association. These decoys were all handcrafted by Oshkosh artists, the
oldest dating back to the 1920s. A lifelong Oshkosh resident and duck hunter, Roger
Ludwig has been collecting decoys since 1957.
3. BREWS IN THE ZOO: Brews on the Bay is moving to Brews in the Zoo on Friday,
October 14th, from 5 pm to 9 pm, for a howling FREE, fun adult Halloween Party inside
Menominee Park Zoo. We will be serving up your local favorite craft brews, and Vitamin
R is the live entertainment, a variety of food trucks will be there and make sure you
participate in the costume contests. The categories to win prizes are the laziest, best
makeup, creative, best couple, best group, and budget costume. See you under the moon
inside Menominee Park and Zoo for a great time. Thanks again to the incredible
volunteers and sponsors that make these fun events happen.
4. 20TH ANNUAL ZOOLOWEEN BOO AT THE ZOO: Join us on Saturday October 15th,
from 11 am to 3 pm. For this one day only event. The Oshkosh Parks Department will
host this fun and safe trick-or-treating opportunity at Menominee Park Zoo. Community
partners line the trails in the Zoo with trick-or-treat stations for the kids. We encourage
the whole family to dress up in costumes and join us for a day of games, food trucks, and
kid-friendly entertainment. Please thank the volunteers and community sponsors for
their hard work to make this such a great community event. Zooloween Boo is a
fundraiser for Menominee Park Zoo.

person. The temporary location of the
Parks Department is at the Water
Distribution building, 757 W. 3rd Ave,
which is open 8 am to 4:30 pm, M-F, and
closed noon to 1 pm for lunch. The

Online sales end at 3 pm on Friday,
October 14th. Ages 13 and older are $5,
children 2 to 12 years old are $3, and
children one and under are free.

Ticket sales will also be available on the day of the event at the Menominee Park Zoo
entrance.
5. COMING SOON - THE NATIONAL COMMUNITY SURVEY (NCS): The City of
Oshkosh is pleased to announce it will be conducting a comprehensive community
survey next month. The survey will be available soon for randomly selected residents
and by November 1, all residents will be able to complete the survey by visiting the City’s
Polco survey website at www.polco.us/oshkosh. The survey will include questions about
quality of life, important characteristics of community, services provided by Oshkosh,
and priorities for the future. The survey will be available online in English and Spanish.
The NCS was among the first scientific surveys developed to gather resident opinion on
a range of community issues, and has been used in more than 350 jurisdictions across 46
states. Communities using the NCS have reported that the tool improved service
delivery, strengthened communications with community stakeholders, and helped
leaders identify clear priorities for use in strategic planning and budget development.
The NCS is the only resident survey endorsed by the International City/County
Management Association and the National League of Cities. Residents with questions

8. LOOKING AHEAD: Among the meetings I have scheduled for the week of October 17
include the following: On Monday and Tuesday I will be participating in budget
workshops with Council and Department Heads. Wednesday thru Friday I will be out of
the office attending the annual League of Wisconsin Municipalities Conference in La
