PURPOSE: APPROVE WAIVER FOR KETTLE MORAINE CARRIAGES TO
ALLOW HORSES IN THE CITY FOR PURPOSES OF PROVIDING
CARRIAGE RIDES AT EVERGREEN RETIREMENT COMMUNITY /
OCTOBER 12, 2022
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the City of Oshkosh Municipal Code section 6-6 prohibits the bringing
or keeping of horses into the City; and
WHEREAS, Evergreen Retirement Community is hosting Kettle Moraine Carriages
onsite to provide horse drawn carriage rides and has requested a waiver from this
ordinance for the purpose of bringing horses into the City on a temporary basis for the
purpose of providing carriage rides at Evergreen Retirement Community on Wednesday,
October 12, 2022.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that Kettle Moraine Carriages is hereby granted a waiver from the prohibition on
brining or keeping horses in the City of Oshkosh and utilizing N. Westfield St. and Eagle St.
for the purpose of providing carriage rides at Evergreen Retirement Community with the
following conditions:
A. Kettle Moraine Carriages shall file with the Special Events
Coordinator proof of insurance with such amounts acceptable by the
City Attorney.
B. Kettle Moraine Carriages shall obey all traffic and ordinance
regulations, including those regulations applicable to slow-moving
vehicles and parking.
C. Kettle Moraine Carriages shall be responsible for the immediate clean-up and
proper disposal of any waste or litter attributable to their operations.
D. The horses shall only be allowed in the City during the event, reasonable set-
up and clean-up times, and during the transport and shall not remain in the
City overnight.
