FOR INSTALLATION OF EMERGENCY GENERATOR FOR THE OSHKOSH PUBLIC LIBRARY ($164,900.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for Installation of Emergency Generator for the Oshkosh Public Library; and WHEREAS, upon the opening and tabulation of bids, it appears that the following are the most advantageous bids: BEEZ ELECTRIC, INC. PO Box 2332 Oshkosh, WI 54903 Total: $164,900.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: October 5, 2022 RE: Award Bid to Beez Electric, Inc. for Installation of Emergency Generator for the Oshkosh Public Library ($164,900.00) BACKGROUND The current emergency generator at the Oshkosh Public Library is 29 years old and has reached the end of its service life. The generator provides backup power to the Library during power outages. At their November 23, 2021 meeting the Common Council approved the allocation of $160,000.00 in ARPA funding for the replacement of this generator. This allocation was based on budget estimates at that time which included costs for the generator, electrical designer fees and the electrical contractor to decommission the current unit and install the new unit. To date this project has incurred a total of $71,903.05 in costs for the cooperative purchase of the new generator (JFTCO Inc.- $54,653.05) and electrical designer fees (Hanson Design Group- $17,250.00). This memo addresses the remaining work of this project which is to award a bid for an electrical contractor to install the generator. If approved, some of the installation work could commence this fall with final completion after the new generator is delivered in late spring, 2023. ANALYSIS Working in conjunction with Hanson Design Group, Facilities Maintenance and the Library staff, Purchasing prepared bid specifications for the final installation of this generator. This bid includes removing the existing generator, installing the new generator, making all final electrical connections and decommissioning the former unit. Bids were due October 4, 2022. The bid tab is attached. After reviewing the bids it was concluded that the low bid met the minimum bid specifications. Unfortunately, the installation bids were much higher than originally estimated primarily attributed to continuing supply chain pressures, increased labor costs and various unanticipated challenges once all the final bid specifications and installation requirements were identified. However, after consult with the electrical designer, and in consideration of ever increasing building and material costs, it was staff consensus that it was still in the City’s best interest to move forward with the recommendation to award this project to the low bid to complete this project at this time. FISCAL IMPACT The fiscal impact of this bid for the installation of this generator is $164,900.00. Combining the costs of the generator unit and designer fees ($71,903.05) with this final installation bid ($164,900.00), the total fiscal impact for this project is anticipated to be $236,803.05. In November of 2021, the City Council approved $160,000 of ARPA funds for this project. An additional $76,800 of ARPA funds is needed to complete this project. Finance has confirmed there sufficient unallocated ARPA funds available for this overage. After the allocation of $76,800, and assuming Council approves the proposed projects for 2023 and 2024, $904,500 will remain in unallocated ARPA funds for City infrastructure. This award will be charged to A/N#: 02241060 7214 15131 (Buildings- Library Generator). RECOMMENDATION Staff recommends the bid for this project be awarded to Beez Electric for $164,900.00.
