PURPOSE: APPROVE OPERATING BUDGET AMENDMENT TO PURCHASE
REPLACEMENT FIREFIGHTING FOAM FOR THE OSHKOSH
FIRE DEPARTMENT ($6,445.00)
INITIATED BY: FIRE DEPARTMENT
WHEREAS, the Common Council has adopted the 2022 Operations Budget, which
is on file in the Office of the City Clerk and available for public inspection; and
WHEREAS, it is necessary to amend the 2022 Budget to:
o Transfer $6,445.00 from available fund balance to increase expenses in account
0235-0230-20552-6550 - Minor Equipment, to facilitate the purchase of this
firefighting foam.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the 2022 Operations Budget, on file in the City Clerk's Office, is hereby
amended to transfer $6,445.00 from available fund balance to increase allowed
expenditures in account 0235-0230-20552-6550 - Minor Equipment for purchase of
firefighting foam.

RE: Approve Operating Budget Amendment to purchase replacement Firefighting
Foam for the Oshkosh Fire Department ($6,445.00)
BACKGROUND
The Oshkosh Fire Department’s current inventory of Class-B firefighting foam contains
Perfluoroalkyl or Polyfluroalkyl substances (PFAS). The State of Wisconsin Department of
National Resources (DNR) has allocated funding for the collection of and disposal of PFAS
containing firefighting foam from fire departments throughout the State. The DNR will not be
funding the expense of replacing the foam with an appropriate alternative firefighting foam.
ANALYSIS
The Oshkosh Fire Department has identified an alternative Class-B firefighting foam that meets
the current recommendations and guidelines. The department will purchase the approved
firefighting foam to replace the PFAS containing supply that is in the inventory.
FISCAL IMPACT
This expense was not originally budgeted for in the Fire Special Revenue fund in 2022. A
Budget Amendment is necessary to allow for an increase of expenses in account 0235-0230-
20552-6550, Minor Equipment, to facilitate the purchase of this firefighting foam. The $6,445.00
will be transferred from available fund balance in the Fire Special Revenue fund.
RECOMMENDATION
The recommendation would be that Common Council approve this amendment so purchasing
of firefighting foam can occur. This purchase of the foam will be of direct benefit to the
department, the City of Oshkosh, and those we serve.
