TO: Honorable Mayor & Members of the Common Council FROM: Mike Stanley, Fire Chief DATE: September 29, 2022 RE: Accept EMS Flex Grant and Approve Operating Budget Amendments to support emergency medical services for the Oshkosh Fire Department ($59,955.00) BACKGROUND The Oshkosh Fire Department applied for an EMS Flex Grant from the State of Wisconsin Department of Health Services. This one-time grant became available through the investment of the State of Wisconsin’s ARPA funds in order to support emergency medical services providers in communities across the state. ANALYSIS The Oshkosh Fire Department was awarded $59,955.00 from the State of Wisconsin Department of Health Services EMS Flex Grant program. FISCAL IMPACT This revenue was not originally budgeted for in the Fire Special Revenue fund 2022. A Budget Amendment is necessary to allow for an increase of revenues in account 0235-0230-20558 EMS Flex Grant. This amendment will also allow for an increase of expenditures of $8,900.00 for account, 0235-0230-20558-6523 Medical Supplies Inventory, $4,100.00 for account, 0235-0230- 20558-6520 Office Supplies, $2,100.00 for account, 0235-0230-20558-6550 Minor Equipment, and $44,855.00 for account, 0235-0230-20558-7210 Motor Vehicles in the Fire Special Revenue fund. RECOMMENDATION The recommendation would be that Common Council approve this amendment to accept the award and subsequently make purchases with the grant dollars. This purchase of services will be of direct benefit to the department, the City of Oshkosh, and those we serve. Respectfully Submitted, Approved: Mike Stanley Mark Rohloff Fire Chief City Manager
