PURPOSE: ACCEPT EMS FLEX GRANT AND APPROVE OPERATING
BUDGET AMENDMENTS TO SUPPORT EMERGENCY MEDICAL
SERVICES FOR THE OSHKOSH FIRE DEPARTMENT (58,000.00)
INITIATED BY: FIRE DEPARTMENT
WHEREAS, the Common Council has adopted the 2022 Operations Budget, which
is on file in the Office of the City Clerk and available for public inspection; and
WHEREAS, it is necessary to amend the 2022 Budget to:
o Account for grant funds received and to allow for increase in revenues in
account 0235-0230-XXXX - EMS Flex Grant through a grant received from
the State of Wisconsin Department of Health Services EMS Flex Grant
program and allow for an increase of expenditures of $8,900.00 for account,
0235-0230-XXXX-6523 - Medical Supplies Inventory, $4,100.00 for account,
0235-0230-XXXX-6520 - Office Supplies, $2,100.00 for account, 0235-0230-
XXXX-6550 - Minor Equipment, and $42,900.00 for account, 0235-0230-
XXXX-7210 - Motor Vehicles.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the 2022 Operations Budget, on file in the City Clerk's Office, is hereby
amended to accept the award and increase revenues and expenditures as follows:
o increase in revenues in account 0235-0230-XXXX - EMS Flex Grant
o increase expenditures in the amount of $8,900.00 for account, 0235-0230-
XXXX-6523 - Medical Supplies Inventory, $4,100.00 for account, 0235-0230-
XXXX-6520 - Office Supplies, $2,100.00 for account, 0235-0230-XXXX-6550 -
Minor Equipment, and $42,900.00 for account, 0235-0230-XXXX-7210 -
Motor Vehicles.

RE: Accept EMS Flex Grant and Approve Operating Budget Amendments to support
emergency medical services for the Oshkosh Fire Department ($59,955.00)
BACKGROUND
The Oshkosh Fire Department applied for an EMS Flex Grant from the State of Wisconsin
Department of Health Services. This one-time grant became available through the investment
of the State of Wisconsin’s ARPA funds in order to support emergency medical services
providers in communities across the state.
ANALYSIS
The Oshkosh Fire Department was awarded $59,955.00 from the State of Wisconsin Department
of Health Services EMS Flex Grant program.
FISCAL IMPACT
This revenue was not originally budgeted for in the Fire Special Revenue fund 2022. A Budget
Amendment is necessary to allow for an increase of revenues in account 0235-0230-20558 EMS
Flex Grant. This amendment will also allow for an increase of expenditures of $8,900.00 for
account, 0235-0230-20558-6523 Medical Supplies Inventory, $4,100.00 for account, 0235-0230-
20558-6520 Office Supplies, $2,100.00 for account, 0235-0230-20558-6550 Minor Equipment, and
$44,855.00 for account, 0235-0230-20558-7210 Motor Vehicles in the Fire Special Revenue fund.
RECOMMENDATION
The recommendation would be that Common Council approve this amendment to accept the
award and subsequently make purchases with the grant dollars. This purchase of services will
be of direct benefit to the department, the City of Oshkosh, and those we serve.
