Rohloff, City Manager DATE: September 22, 2022 RE: Professional Services Agreement with Jacobs Engineering Group (Jacobs) for Wastewater Treatment Plant Secondary Clarifier Mortar Replacement Engineering Services ($50,120) The City’s Wastewater Treatment Plant (WWTP) secondary clarifiers were constructed in the 1970’s. The original mortar installed on floors of the secondary clarifiers is in poor condition and needs to be replaced. In 2023, the City intends to sequentially take the clarifiers out of service to remove the existing mortar, prepare the surface for installation of new mortar, and apply the new mortar. Jacobs was chosen to assist in these services due to their extensive experience with these types of services and the City’s WWTP. Jacobs’ services will include identifying and summarizing for City consideration appropriate mortar materials and replacement methods including cost estimates; conducting a design review meeting to discuss the mortar replacement alternatives and schedule for completing the work; preparing the bidding and legal specifications, technical specifications, and drawings needed to bid and perform the mortar replacement project; fielding questions from bidders and preparing written responses to any questions in the form of addenda; reviewing and approving technical submittals; responding to requests for information; reviewing payment applications; and conducting eight (8) inspections of the mortar surface preparation and replacement work. The cost of this agreement is $50,120. Funding for this project is including in the Wastewater section of the 2022 Capital Improvement Program (Account #03221910-7214- 64006/Sewer Capital Fund-Buildings & Building Imprvmnts-Clarifiers 1-4 Floor Replacement). Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this professional services agreement.
