PURPOSE: APPROVE ACCEPTANCE OF WAIVERS OF SPECIAL
ASSESSMENT NOTICES AND HEARINGS FOR SANITARY
SEWER AND WATER LATERALS RELATING TO CONTRACT
NO. 21-03 / 2815 AND 2822 OREGON STREET
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh that the Waiver
of Special Assessment Notices and Hearing under Section 66.0703(7)(b) of the Wisconsin
Statutes, for public improvements and services, for the premises described below and in
the attached Waivers are accepted and approved.

Sanitary Sewer and Water Laterals Relating to Contract No. 21-03 /
2815 and 2822 Oregon Street with Signed Waivers
BACKGROUND
These resolutions allow the City to assess abutting property owners for improvements to be completed during
the construction of the Oregon Street and Fond du Lac Road sanitary interceptor sewer. The assessable work
will include a new sanitary sewer lateral and a water lateral. The property owners of the properties listed below
have signed waivers of all special assessment notices and hearings:

2822 Oregon Street
ANALYSIS
The resolution allows City staff to proceed with preparing assessments for the abutting properties. Although
Council has directed staff to review potential changes to the City’s special assessment policy, we still need to
follow these special assessment procedures until such time as the policy is amended.
FISCAL IMPACT
Assessments allow the City to recover a portion of the costs associated with projects from benefiting properties.
Funding for the projects is included in the 2021 Capital Improvement Program in the Sanitary Sewer and Water
Main sections (Account #03210410-6802-04103/Contract Control-Sanitary Sewer-21-03 Oregon Intr Fond Du Lac
SS and #03210410-6803-04103/Contract Control-Water Main-21-03 Oregon Intr Fond Du Lac SS).
RECOMMENDATIONS
I recommend approval of these resolutions.
