HomeMy WebLinkAbout24. 22-404SEPTEMBER 27, 2022 22-404 ORDINANCE FIRST READING (CARRIED______ LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: DESIGNATE BIKE LANES (RESTRIPE WITH “ROAD DIET”) ON SOUTH MAIN STREET BOTH SIDES FROM SOUTH PARK AVENUE TO WAUKAU AVENUE INITIATED BY: TRANSPORTATION DEPARTMENT RECOMMENDED: BIKE AND PEDESTRIAN ADVISORY COMMITTEE – APPROVED TRAFFIC AND PARKING ADVISORY COMMITTEE – APPROVED A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A- 10.1 OF THE CITY OF OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE LANES DESIGNATED WHEREAS, KL Engineering was hired and completed a study of the South Main Street corridor and presented their recommendations to the Bicycle and Pedestrian Advisory Committee and Traffic and Parking Advisory Boards who recommend reconfiguration of South Main Street from South Park Avenue to Waukau Avenue to include dedicated bicycle lanes. NOW, THEREFORE, the Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-10.1 of the Oshkosh Municipal Code pertaining to bicycle lanes designated is hereby amended as follows: 27A-10.1 BICYCLE LANES DESIGNATED Add Thereto: South Main Street, both sides, from South Park Avenue to Waukau Avenue SEPTEMBER 27, 2022 22-404 ORDINANCE FIRST READING CONT’D SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #22-____ DESIGNATE BIKE LANES (RESTRIPE WITH “ROAD DIET”) ON SOUTH MAIN STREET BOTH SIDES FROM SOUTH PARK AVENUE TO WAUKAU AVENUE (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-10.1 OF THE CITY OF OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE LANES DESIGNATED) on October 11, 2022. The ordinance designates bike lanes on South Main Street as part of a road restriping project. The road will be restriped as one lane in each direction with a shared left turn lane and bike lanes on each side. Main Street both sides from South Park Avenue to Waukau Avenue BACKGROUND The Transportation Department has received a number of requests over the years to improve bicycle and pedestrian accommodations and calm traffic on South Main Street. South Main Street is currently 4 lanes (2 in each direction) with limited sidewalks. ANALYSIS KL Engineering was hired to study the safety and operations of this corridor and make a recommendation. KL’s study showed that the corridor operates well and will continue to operate well with the proposed changes. KL modeled the proposed improvements and identified the following benefits of a road reconfiguration: removes multilane threat for pedestrians, improves traffic safety by removing left turns from traffic flow, provides better accommodation for bicyclists, improves ease of turning movements, and is predicted to reduce crashes by 16%. KL presented their study in August at a joint meeting of the Bicycle and Pedestrian and Traffic and Parking Advisory Boards. Subsequently, both boards recommended following KL’s recommendation to reconfigure South Main Street from South Park Avenue to Waukau Avenue. FISCAL IMPACT There is $155,000 budgeted in the sign division 2022 CIP for this re-striping project. RECOMMENDATION I recommend approval.
