HomeMy WebLinkAbout09. 22-389SEPTEMBER 27, 2022 22-389 RESOLUTION (CARRIED___6-0___LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID TO PACKER BROTHERS FOR CONCRETE BREAKER FOR THE STREETS DIVISION ($190,675.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for new concrete breakers for the Streets Division; and WHEREAS, upon the opening and tabulation of bids, the following is the only bid: PACKER BROTHERS 850 Minnesota St. Hwy 55 Brooten, MN 56316 Total: $190,675.00 WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid and recommends its acceptance. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. Urben, General Services Manager DATE: September 20, 2022 RE: Award Bid to Packer Brothers for Concrete Breaker for the Streets Division ($190,675.00) BACKGROUND The 2022 CIP allocated $175,000 for a new concrete breaker for the Streets Division. This unit is used by Streets Division crews to aid in the removal of concrete road panel and related underground utility work. The new unit will replace a 2008 Arrow Concrete Breaker with 706 hours. The Arrow Company has been sold and no longer supports this unit. Parts are becoming difficult to locate and the unit has developed numerous ongoing mechanical issues. ANALYSIS Working with the Public Works Mechanics Manager, Purchasing prepared bid specifications for this unit. The bid was posted on DemandStar. Bids were due August 10, 2022. The bid tab is attached. Based on the bid review, it was the consensus of staff that the sole bid met the minimum bid requirements. FISCAL IMPACT With trade-in the total fiscal impact for this unit is $190,675.00. The 2022 CIP allocated $175,000.00 for this unit but price increases have exceeded the allocated budget. $175,000.00 will be charged to A/N#: 03230430 7204 66914 (Machinery & Equipment: Concrete Breaker) with the overage ($15,675.00) will be charged to A/N#: 03230430 7210 66022 (Motor Vehicles- Tandem Axle Dump Truck w Prewet, Plow & Wing).
