HomeMy WebLinkAbout06. 22-386SEPTEMBER 27, 2022 22-386 RESOLUTION (CARRIED___6-0___LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE AMENDMENT NO. 3 TO PROFESSIONAL SERVICES AGREEMENT WITH BROWN AND CALDWELL FOR STORM WATER MANAGEMENT PLAN UPDATE FOR GALLUPS/MERRITTS CREEK WATERSHED ($48,880.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City and Brown and Caldwell previously entered into an agreement in which Brown and Caldwell provided services for developing a storm water management plan for the Gallups/Merritts Creek Watershed; and WHEREAS, staff has requested additional services related to this project. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed to enter into and take those steps necessary to implement an appropriate amended professional services agreement with Brown and Caldwell for additional services in the amount of forty eight thousand eight hundred eighty dollars ($48,880.00). No. 05612010-1799 Storm Water Administration-Construction Work In Progress I:\Engineering\Tracy Taylor\James’ Agreements\Brown & Caldwell\2015\Gallups-Merritts Crk\Brown and Caldwell CC Agenda Memo-CA #3-SWMP_9-22-22.docx Page 1 of 1 TO: Honorable Mayor and Members of the Common Council FROM: Justin Gierach, Engineering Division Manager / City Engineer DATE: September 22, 2022 RE: Approve Amendment No. 3 to Professional Services Agreement with Brown and Caldwell for Storm Water Management Plan Update for Gallups/Merritts Creek Watershed ($48,880) BACKGROUND A professional services agreement with Brown and Caldwell for developing a storm water management plan for the Gallups/Merritts Creek Watershed was approved by the Common Council on June 9, 2015. During the course of the project, additional services were requested by City staff. ANALYSIS The additional services requested include: Analysis of two (2) new alternatives as part of the overall Gallups/Merritts Creek Storm Water Management Plan; and development of a preliminary design for the culvert under Wittman Airport Taxiway D, stream improvements between Taxiway D and West 35th Avenue, and the selected stream and floodplain improvements north of West 35th Avenue. FISCAL IMPACT Staff has reviewed the amendment and the costs. The amount of this amendment is not to exceed $48,880. This will raise the total agreement amount to $198,043. Funds for this project are included in the Storm Water section of the 2015 Capital Improvement Program (Account #05612010-1799/Storm Water Administration-Construction Work In Progress). RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the amendment and in accordance with Section 12-16 of the Code, I am hereby recommending the Common Council approve this amendment. Approved, Mark A. Rohloff City Manager
