PURPOSE: APPROVE AMENDMENT NO. 1 TO PROFESSIONAL SERVICES
AGREEMENT WITH JACOBS ENGINEERING GROUP FOR 2022
WASTEWATER UTILITY TECHNICAL SERVICES ($78,780.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and Jacobs Engineering Group previously entered into an
agreement in which Jacobs Engineering Group provided various technical services for
the Wastewater Utility in 2022; and
WHEREAS, staff has requested additional services related to this project.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed to enter into and take
those steps necessary to implement an appropriate amended professional services
agreement with Jacobs Engineering Group for additional services in the amount of
seventy eight thousand seven hundred eighty dollars ($78,780.00).

RE: Approve Amendment No. 1 to Professional Services Agreement with
Jacobs Engineering Group (Jacobs) for 2022 Wastewater Utility Technical
Services ($78,780)
BACKGROUND
A professional services agreement with Jacobs for providing various technical services
for the Wastewater Utility in 2022 was approved by the Common Council on December
14, 2022. During the course of the project, additional services were requested by City
staff.
ANALYSIS
As part of this agreement, Jacobs provides on-call technical services, at the City’s request,
to modify automation software, coordinate with the City’s Supervisory Control and Data
Acquisition (SCADA) system software vendors, and troubleshoot and remedy control
system problems at the Wastewater Treatment Plant and the collection system pump
stations.
Following major SCADA system hardware failures and software incompatibilities
encountered this spring, the City advanced its planned improvement project to replace
old SCADA system hardware and software for which it is difficult, or no longer possible,
to obtain manufacturer technical support. To support the City’s needs this spring, Jacobs
provided extensive field services to address system problems and prepared technical
specifications and cost estimates for replacement servers, computers, and related system
components. Jacobs will continue to support the City’s upgrade project and provide
remedies to interim SCADA system problems, as directed by the City.

FISCAL IMPACT
Staff has reviewed the amendment and the costs. The amount of this amendment is not
to exceed $78,780. This will raise the total agreement amount to $251,560. Funds for this
project are included in the 2022 Wastewater Utility Budget (Account #05511940-
6401/Disposal Plant-PS - Engineer/Survey/Appraisal).
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services
of a specialized nature, including engineering services, may be procured without the use
of formal, sealed quotes. I have reviewed the amendment and in accordance with Section
12-16 of the Code, I am hereby recommending the Common Council approve this
amendment.
