TABLED REQUEST - A REQUEST FOR A LANE RECONFIGURATION (ROAD DIET) ON SOUTH MAIN STREET BETWEEN SOUTH PARK AVENUE AND WAUKAU AVENUE (CURRENT CONDITION: 4 LANE ROAD) This item is a follow-up to the joint workshop with the bike and pedestrian advisory board that was held on Thursday July 21st. After many resident requests, the city engaged a consulting firm to study this corridor. KL Engineering performed a safety and operational analysis of the corridor. They recommend a road diet to improve safety, operations and bike and pedestrian safety in the corridor The board discussed this proposal at the August 9th meeting. A citizen posed questions regarding if train crossings were taken into consideration with this proposal and how long the que would be on S Main Street when trains were crossing. He was concerned that stacking would increase with only one lane in each direction vs. two. Below is the response from KL Engineering whom will also be in attendance at the meeting virtually to answer any further questions. Traffic Impacts during Train Crossings The impacts to traffic during train crossings were considered in our analysis. . Although we do not know the exact train schedule, during our counting efforts we observed two trains crossing near 24th Avenue during the 3-hour morning peak, and one train during the 3-hour afternoon peak. Each train crossing lasted 3-4 minutes, and created queues ranging from 4 to 25 vehicles. Queues appeared to dissipate quickly, and traffic was back to normal shortly after the train cleared the roadway. TPAB AGENDA ITEMS 2 September 13, 2022 We simulated traffic along Fond du Lac Road during a train crossing with the proposed roadway modifications. Based on this analysis, queues are anticipated to range from 5 to 40 vehicles during the AM and PM peak time periods. Based on these queue lengths, during peak times, queues could extend to just north of 24th Avenue or just south of Stoney Beach Road. Similar to current conditions, these queues will dissipate quickly, and traffic will resume to normal travel conditions. Secondly, a concern was brought up about bikes crossing the railroad tracks as they cross S. Main on an angle. There are some potential solutions such as rubber crossing and curb adjustments which some cities have implemented at high volume bike crossings and there are other similar crossings in cities with no adjustments made. Either way, bicyclists are crossing the tracks currently and are going to need to continue to be cautious at all railroad crossings. I recommend we monitor the crossing and see if further action is needed in the future. NEW BUSINESS STAFF STATEMENTS 2.
