OSHKOSH COMMITTEE ON AGING (COA) MINUTES
June 7, 2022
A.) Ms. Richey called the meeting to order at 8:00 a.m.
B.) PRESENT: Judy Richey; Julie Kiefer; Heidi Basford-Kerkhof; Joanne Murphy Spice; Mike
Ford; Bryn Ceman; Cheryl Hentz;
EXCUSED: Julie Davids
ABSENT: Julie Maslowski
STAFF: Jean Wollerman, Senior Services Manager; Bobbie Jo Nagler, Activities Coordinator
C.) APPROVAL OF MINUTES: May 3, 2022 minutes approved as written: Mrs. Kiefer moved to
approve the minutes as written; Ms. Hentz seconded; ALL IN FAVOR, Motion carried (7) to
accept the minutes as written.
D.) CITIZEN COMMENTS ON AGENDA ITEMS: Ms. Richey announced the Mayor appointed
a new member Pat Jirovetz she is from Creative Calm Counseling LLC. She will be replacing
Mrs. Temple and her term will expire May 31, 2024.
E.) PUBLIC COMMENT ON AGENDA ITEMS: NONE
F.) PRESENTATION: Winnebago County Aging Plan and Oshkosh Communities-Alana
Erickson or another Health Department staff person, a representative from the ADRC, other
partners-Ms. Erickson, Winnebago County Supervisor, Healthy Life Span-Ms. Erickson
introduced Nichole Davis Dawalt; Aging Disability Resource Center (ADRC) program
supervisor for aging and disabilities. Ms. Erickson explained there was a 4 year Winnebago
County aging plan that was led by the ADRC and was a state statute for anyone receiving
healthy aging funds, the plan was completed in 2020. She explained several topics coming up
were transportation, housing, connectedness, very similar to what is seen on the heal
assessment at the County Health Department. She explained there were several community
partners working on the same initiative, so they work with all to get everyone with the same
concerns aligned. Ms. Erickson stated in the beginning Livable Community was geared
towards seniors and then realized it was better for everyone, by making housing more
accessible and long term, having a variety of it, especially with transportation. She stated
variety helps every one of all ages. She stated there were eight domains of livability that came
from a survey completed in 2019, the required age to complete the survey was 45. She
explained the survey had been taken by the same cohort of people; educated, middle class
and white. She explained this created gap on information gathered, so they took that
information and supplement with other data they have gathered. Ms. Erickson stated there
was a transportation group for the livable communities. She stated some of the other groups;
housing, she stated the ADRC presented research with UWO regarding the housing need in
the area as baby boomers come through the next 20 to 30 years, there will be an extreme need
for housing. She stated another domain was social isolation and wellness. Mrs. Davis Dawalt
explained Oshkosh has a lot of wonderful programs and residents just don’t know about
them. She explained they are trying to find different ways to work together, with cross
promotion, such as having the YMCA promote programs the ADRC is holding and vice versa.
She explained trying to not duplicate programs on the same days and times, trying to be
proactive rather than reactive. She explained trying to focus on people that are ages of 30-55
so they know what is out there as they are the ones taking care of the older generation. She
stated they have found that if the sandwich generation is proactive they are able to engage the
parents. Mrs. Davis Dawalt stated that since COVID there has been an influx of crisis with
mental health and memory issues, people aren’t able to drive. She stated there were 10
referrals in one day to adult protective services (APS). Ms. Erickson stated there was no
finalized date for livable communities. She stated the plan would not become stagnate
because as you work with the community new things comes and would require the plan to
shift and re appropriate. She explained that it was great to have trusted messengers in
municipalities to spread the word about classes and where they are, how to get to them, if you
can’t afford them, there are options. Mrs. Murphy Spice stated that she had started a class in
Omro and there were two sets of people that brought parents or in-laws along to strength
training, falls prevention class. Ms. Erickson expressed the how the Neighborhood
Associations have been very helpful and the City should be very proud. Mrs. Keifer
questioned how people can help, Mrs. Davis Dawalt replied, join Livable Communities
Committee to help with the action plan. She explained the more stake holders there, the more
people would stop doing things in silos and work together. Ms. Erickson stated missing the
private sectors and faith based leaders, she urged all to pass the word around. Mrs. Davis
Dawalt stated meetings were flexible, as they are willing to make the dates and times work for
everyone. Ms. Richey suggested reaching out to service clubs; Ms. Erickson stated she
presented to the group Learning in Retirement. Ms. Richey request Ms. Erickson send her an
email and she will reach out to a group. Mrs. Davids Dawalt reached out to 15 various
churches with no invitation to present to them. Mrs. Ceman explained eight out of ten people
were in the caregiving capacity and stated how important it was to make employers aware of
those situations and try to tend to those needs. Ms. Hentz asked for business cards to pass at
her church as they have presenters come in and this would be a good presentation. She stated
as a member of the media she would also get the word out that way.

H.) NEW BUSINESS:
a. Election of Chair and Vice Chair for 2022-2023- MOTION: ACCCEPT NOMINATION

KERKHOF, SECONDED BY MRS. KIEFER; VICE CHAIR-JULIE KEIFER,
NOMINATED HERSELF, SECONDED BY MRS. MURPHY SPICE-ALL IN FAVOR,
CARRIED (7)
b. Ms. Richey questioned if everyone was ok to cancel to the July 5th meeting; ALL IN
FAVOR, July 5th, 2022 meeting canceled, CARRIED (7)
c. Discussion of current scams-Mrs. Basford-Kerkhof shared some tips from the Better
Business Bureau and Wise Giving Alliance for potential donors to be aware of the
different circumstances that emerge in tragedy and questions to ask before making
donations. See Attachment A-(BBB Tips)
Mrs. Basford-Kerkhof shared a secret shopper scam, remember if it sounds too good
to be true, it probably is. See Attachment B-(Secret Shopper)
Ms. Richey explained a scam was going around and the scammers had spoofed
Judy’s email and emailed several of her contacts. Mrs. Kiefer stated that had
happened at UWO and they had to remove all information off of the website. Ms.
Richey stated that would be a good idea. Mr. Ford stated he too had his email spoofed
from two other commissions he was on.
Ms. Richey handed an information sheet regarding frequently asked questions about
extreme heat. See Attachment C-(FAQ about Extreme Heat)
I.) BUSINESS:
a. Upcoming Community events for Older Adults-Mrs. Keifer stated there was still time
to sign up for University with Grandparents at UWO; October 1, Women’s Wellness
Retreat, Life Transitions, speaker Shelly Maxwell; She explained there was a week left
for the good neighbor grants-curb appeal. She stated there was an application on line
until June 15th, residents could receive up $750 after they pays the first $250.00.
Mrs. Ceman handed out a press release; When a Workforce Shortage Crisis and a
Caregiving Crisis Meet See Attachment D-(Workforce/Caregiving Crisis)
Mrs. Murphy Spice explained she had been working with Melissa Sell from the
ADRC and putting links on the ADRC’s webpage calendar, under health and wellness
option were links to the Oshkosh Seniors Center monthly newsletter and Menasha’s
YMCA’s.
Ms. Erickson urged any one with COVID questions to reach out for answers, she
stated the numbers with COVID were going up however; the hospitals numbers were
manageable, due to vaccinations and boosters.
Ms. Hentz asked to receive Mrs. Ceman’s attachment via email.
J.) ADJOURNMENT: Ms. Hentz moved to adjourn at 8:58 am, Mrs. Kiefer seconded, ALL IN
