PURPOSE: AWARD BID TO B&P MECHANICAL INC. FOR TRANSIT GARAGE
HVAC EQUIPMENT REPLACEMENT FOR TRANSPORTATION
DEPARTMENT ($121,825.00)

WHEREAS, the City of Oshkosh has heretofore advertised for bids for Transit Garage
HVAC Equipment Replacement for Transportation Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to B&P Mechanical Inc. for Transit Garage HVAC Equipment
Replacement for Transportation Department ($121,825.00)
BACKGROUND
The Facilities Maintenance Division works closely with our HVAC engineer consultant to
regularly monitor, update and prioritize the annual replacement schedule for our building’s
HVAC systems and equipment. The next recommended priority is to update various HVAC
equipment and components within the Transit Garage Facility. The equipment to be replaced
includes aged infrared heaters and water convectors that are no longer cost efficient to
maintain/repair. This project also includes the installation of two new hot water unit heaters to
provide heat to the back of the garage repair area. This project is expected to improve overall
heating equipment performance by at least 10% due to the replacement of old equipment with
new.
ANALYSIS
Working with our engineer consultant and Transit staff, Purchasing prepared bid specifications
for this project. The bid was advertised in the local newspaper and posted on Demandstar. Bids
were due August 11, 2022. The bid tab is attached. It was the consensus of our consultant and
City staff that the low bid from B&P Mechanical Inc. bid met all the minimum bid requirements.
FISCAL IMPACT
The fiscal impact of this bid is $121,825.00. This bid, added to consultant’s engineering fee of
$10,000.00 brings the total fiscal impact of this project to $131,825.00. This bid award will be
charged to A/N#: 05111728-7204-11107 (Bus Support, Equipment and Facilities).
RECOMMENDATION
Purchasing recommends the Common Council award this bid to B&P Mechanical Inc. for
$121,825.00.
