Fitzpatrick, Assistant City Manager DATE: August 18, 2022 RE: Professional Services Agreement with Strand Associates, Inc. (Strand) for Interstate 41 (I-41) Pedestrian Bridge Feasibility Analysis ($42,500) The Departments of Public Works, Community Development, and Transportation requested a proposal from Strand for assistance with a feasibility study for an I-41 pedestrian bridge. The services to be provided will include attending a kick-off meeting and progress meetings; visiting the potential crossing locations and reviewing other potential locations between State Highways 44 and 21; performing an initial desktop of environmental resources new the potential crossing locations; performing a feasibility analysis at up to three (3) locations for a grade-separated bicycle/pedestrian bridge for City selection of a preferred location; providing concept-level design for up to three (3) locations, including scaled drawing using aerial photography maps; providing an opinion of probable construction cost for each location; providing photographs and/or manufacturer’s literature of up to three (3) structure types/appearances for a grade- separated bicycle/pedestrian bridge for City selection of a preferred structure type/appearance; preparing a CAD perspective view color rendering of the preferred bicycle/pedestrian bridge; providing up to two (2) alternatives for a sidewalk crossing over I-41 utilizing existing roadway structures for City selection of a preferred sidewalk location; preparing a preliminary concept-level construction drawing and opinion of probable construction cost for the preferred sidewalk location; providing an existing conditions map from available aerial mapping, contour data, and the City’s 2019 Bicycle and Pedestrian Master Plan; soliciting letters of support for the project from up to five (5) organization or government entities in conjunction with the City; preparing a report summarizing the primary goals of the project, description of the site and existing conditions, public access and connectivity to existing facilities, anticipated right-of-way acquisition needs, environment resources screening, opinion of probable construction costs, and public support for a new bridge crossing; meeting with the City to present the draft report; and finalizing the report based on comments from the City. The cost of these services is estimated not to exceed $42,500. Funding is available in the 2022 Capital Improvement Program (Account No. 03230740-7218-61008/Planning Division-Road Improvement-Bicycle & Pedestrian Infrastructure). Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this professional services agreement.
