PURPOSE: APPROVE CIP AMENDMENT AND COOPERATIVE PURCHASE
OF IBAK TRUCK FROM ENVIROTECH EQUIPMENT FOR THE
FIELD OPERATIONS DIVISION OF THE DEPARTMENT OF
PUBLIC WORKS ($411,652.66)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the proposed 2023 Capital Improvement Program (CIP) includes an
allocation of $425,000 for the Public Works Department/Field Operations Division to
purchase a box van with sewer closed circuit televising inspection equipment; and
WHEREAS, staff is recommending that the 2022 CIP be amended to move this
project from 2023 to 2022 and increase the 2022 CIP budget by $425,000; and
WHEREAS, by participating through the State of Wisconsin Sourcewell
Cooperative Purchase program, staff was able to obtain a more competitive price for a
IBAK truck; and
WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that
purchases may be done without the use of formal sealed quotations or bids pursuant to
a contract with any other local, state or federal governmental unit or agency; and
WHEREAS, Envirotech Equipment holds the Sourcewell cooperative contract
(#120721-RVL) for this vehicle.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
Oshkosh that the 2022 Capital Improvements Budget, on file in the City Clerk’s Office, is
hereby amended to increase the 2022 CIP budget by $425,000 for purposes of making this
purchase.
BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that
the proper City officials are hereby authorized and directed pursuant to Section 12-15 of
the Oshkosh Municipal Code to purchase the above mentioned aerial lift:

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same.

RE: Approve CIP Amendment and Cooperative Purchase of IBAK Truck
from Envirotech Equipment for the Field Operations Division of the
Department of Public Works ($411,652.66)
BACKGROUND
The proposed 2023 Capital Improvement Program (CIP) includes an allocation of
$425,000 for the Public Works Department/Field Operations Division to replace one (1)
box van with sewer closed circuit televising inspection equipment. This vehicle replaces
a 2013 Ford box van that is beyond its useful service life. This vehicle is utilized by the
Field Operations Division to inspect and televise sanitary and storm sewer pipes. The
televising equipment on this new vehicle will have higher resolution and lateral
televising capabilities, which will allow the City to perform these inspection and
televising services without always needing to utilize an outside contractor. Envirotech
Equipment currently has a vehicle chassis available that meets all of our specifications.
ANALYSIS
Purchasing Division has verified that Envirotech Equipment holds the Sourcewell
contract (#120721-RVL) for this vehicle. Using this cooperative contract will save three
to four percent (3 – 4%) off the list price. Even with placing this order now and the
chassis being currently available, delivery of the unit with all installed equipment is not
anticipated until the first quarter of 2023.
FISCAL IMPACT
Staff is recommending that the 2022 CIP be amended to increase funding in 2022 by
$425,000 and remove this project from the 2023 CIP, thus decreasing the currently
proposed 2023 CIP budget by $425,000. Funding for this purchase would be charged to
Account #03221910-7210-66924/Sewer Capital Fund/Motor Vehicles/Utility Specialty
Truck & Equip of the 2022 CIP.

RECOMMENDATION
Section 12-15 of the Municipal Code provides that, subject to approval of the City
Manager, cooperative purchases pursuant to a contract with any other local, state, or
federal governmental unit or agency, may be made without following a competitive
bidding or quotation process. In accordance with Section 12-15 of the Code and with
the approval by the City Manager, I am hereby recommending approval of this purchase
and the amendment of the 2022 CIP.
