JOINT MEETING MINUTES
July 21, 2022
Attendees: Jim Collins, Transportation Director

PUBLIC COMMENT
Chairman Becker was asked to call the joint meeting to order due to Bike & Ped
missing a few board members. He explained protocol for public comment as a few
citizens were in attendance. Meeting was called to order at 4:04 p.m. and roll call was
requested.
APPROVAL OF MINUTES
Dan Becker stated the approval of Traffic & Parking minutes will wait until the
August meeting due to this being a special joint meeting.
Chairman BellCorelli called the meeting to order for the Bicycle & Pedestrian
Advisory Board and requested roll.

1. KL Engineering Presentation – Potential South Main Street Road Diet
Jim Collins introduced guest speakers Scarmon & Dalheim from KL Engineering
stating that they will do the entire presentation and then open the meeting up for public
comment. He said the goal is to get input from several boards and make

recommendations to Council and take action in August. Mike Scarmon stated KL
Engineering has completed several projects for the City of Oshkosh and this area
definitely has some concerns and traffic safety issues in particular for pedestrians and
bicyclists. Because the road connects to a state highway, Wisconsin Department of
Transportation will also need to approve the final plan. Jamie (KL) said traffic counts
were conducted in February of 2022 and after receiving the traffic analysis from
WISDOT with future growth projections, the report was completed in late May. Since
this area is servicing under 8000 vehicles per day, the goal in this area is to maintain
access points and accommodate bikes & pedestrians to create a safer option for all. No
major reconstruction is planned, therefore the goal is to just re-stripe and redesign
traffic flow. Per WISDOT guidelines, bike lanes are generally 4-7 feet wide with the
proposed width in this area to be 5’. Jamie said after running the proposed change
through their analysis software, some of the benefits included:
Remove multilane threat for pedestrians
Improve traffic safety by removing left turns from traffic flow
Allows for bicyclists
Side streets will have minimal impact
Reduce the number of lanes to track
Easier to turn from side roads
Predictive crashes to decrease by 16%
Minimal impact to side streets
Jamie stated cross hatching would be painted to transition by the railroad crossing
about 100-200’ prior to the railroad tracks.
Chair BellCorelli opened the meeting up for discussion and invited anyone from the
public to approach the podium, state their name and address for record and keep their
commentary to less than 5 minutes. Greg Jansen (3039 Lake Rest Court, Oshkosh)
shared his concerns in a letter that was distributed to all board members prior to
meeting. He was present to represent a group of neighbors that share the same concerns
in this area. He approached the podium and thanked both boards stating that he feels
they addressed all of his concerns with this presentation and knows they are headed in
the right direction to fixing the area. One thing that wasn’t mentioned was the speed
limit. He is very concerned for their children’s safety in the area due to the excessive
speeds he witnesses on a daily basis. He feels the speed limit should not exceed 30 mph
in this residential area. Al Reisler (3019 Lake Rest Court, Oshkosh) also was present
and said he appreciates that this area is going to be improved as it is very unsafe. His
wife is in a wheelchair and it is very difficult to take her on a walk as so many bike
riders currently use the sidewalk so once the bike lane is created, that should solve his
concern. The meeting opened up for board member commentary. Dan Becker pointed

out a concern for a residential driveway if the turn lane was painted as indicated. He
said he wouldn’t be a happy home owner if he could only turn right into his own
driveway due to going across a solid yellow line. Mayor Palmeri asked if there will be
any curb bump-outs as part of this project. Jim Collins said the immediate plan is to
keep curb and gutters as they are and just solve the concerns with restriping as it would
be much more costly to re-curb. Mark Lyons agreed with Jim and said he is not familiar
with plans other than to just restripe. Dan Sciezinski said it would be nice to eventually
have a nice big boardwalk along the lakeside from Pioneer to the 24th Street boat
landing. He wanted to mention something before further construction is planned and it
is part of future planning. Mark Lyons made a notation of his input. Jim Collins said
they will be gathering comments and recommendations from other boards with the
goal to present to Council at the 2nd August Council meeting.

A motion was made by Dan Sciezinski to Adjourn, seconded by Courtney Hansen.
Motion Carried after roll-call vote. Meeting adjourned at 5:06 pm.
