PARKS DEPARTMENT OPERATIONS RELOCATION: In preparation for the new Parks Administration and Operations Building construction to begin, the Parks Department office will be closed on Wednesday, August 10 so office operations can be relocated to the Water Distribution building at 757 W. 3rd Ave. Parks Director Maurer and Administrative Assistant Stacy James will operate out of the Water Distribution building throughout the construction project that is anticipated to last 12-13 months. Assistant Parks Director Chad Dallman, Landscape Operations Manager Travis Derks, and field staff will relocate to the balcony area in the Public Works Field Operations Facility at 639 Witzel Ave. The main office phone number for the Parks Department will remain the same: (920) 236-5080. WATER RATE INCREASE ANALYSIS FILED WITH PSC: The City has engaged Ehlers to assist in preparing initial cost of service analysis with and without a lifeline rate for PSC staff and Council review. The first step in the process, was to submit was an "Application to Increase Water Rates", which establishes the revenue requirement for the utility test year. To use 2022 as the test year the application had to be submitted by August 1, 2022. After submitting the application, we will get back from the PSC a request for further information. The revenue requirement is defined as the amount of money that needs to be recovered by water user rates to operate the utility (operations and capital recovery). The next step in the process will be an extensive review and vetting of the revenue requirement. Once the revenue requirement is finalized the rate case will then move to the cost of service phase which would include the designing of a lifeline rate if the Council would choose to move in that direction. It will likely be quiet for the next month as the case is assigned to an auditor at PSC and they start to review the application and generate a list of questions on the application. This review process will likely last for a few months. Council will have an opportunity to review rate structures with and without a lifeline rate and be able to vote on whether they wish to pursue this option in the future. 3. 2023 CIP PRESENTATION: Staff from Oshkosh Media and the Department of Public Works teamed up to produce a video highlighting the city's 2023 Capital Improvement Program Neighborhood Informational Session. Director of Public Works James Rabe joined Communications Coordinator Andy Radig to talk about how projects are chosen, what is important for residents to know, and how you can learn more about the projects being planned. LOOKING AHEAD: Among the meetings I have scheduled for the week of August 8 include: At 7:30 AM on Monday I will be meeting with Mayor Palmeri to discuss Wednesday's agenda. At 2:00 PM I will be meeting with the Leadership Oshkosh organizers to discuss Government Day in November. On Tuesday at 3:30 PM I will be meeting with staff to discuss future utility extension projects to serve expanded housing. As a reminder, our Council meeting will be held on Wednesday at 6:00 PM due to the State Partisan Primary Election being held on Tuesday. At 7:30 AM on Thursday I will be attending the GOEDC Executive Committee meeting. At 2:00 PM I will be virtually attending the Local Government Funding Committee meeting.
