CITY OF OSHKOSH LANDMARKS COMMISSION
Minutes
July 13th 2022
PRESENT: Shirley Brabender Mattox, Gerald Jacklin, Paulette Feld, Sara Stichert, Kristopher
Ulrich, Steve Cummings
ABSENT: Bill Miller, Nikki Stoll Olthoff
STAFF: Alexa Naudziunas, Associate Planner
1) Call to Order
Ms. Brabender Mattox called the meeting to order at 3pm.
2) Approval of June 8th 2022 Meeting Minutes
Mr. Ulrich made a motion to approve the June 8th 2022 minutes and Ms. Feld seconded
the motion. Motion carried unanimously.
3) Public Comment
There were no public comments.
4) Election of Officers
Ms. Naudziunas called for nominations for the chair position three times. Mr. Ulrich
nominated Ms. Brabender Mattox and Mr. Jacklin nominated Mr. Ulrich who ultimately
declined the nomination. Ms. Feld made a motion to elect Ms. Brabender Mattox as
chair and Mr. Cummings seconded the motion, motion carried unanimously.
Ms. Naudziunas called for nominations for the co-chair position three times. Mr. Ulrich
nominated Mr. Cummings and he accepted. Ms. Feld made a motion to elect Mr.
Cummings as co-chair and Mr. Jacklin seconded the motion, motion carried
unanimously.
5) US 45/Main Street Bridge
The commission decided to table this item and seek out more information from Ms.
Pettis at Mead and Hunt. Ms. Brabender Mattox stated that she will contact them.
6) Building Permit Review
The commissioners discussed the historic building permits.
7) Pending Permits
a. 1600 Algoma Blvd – Window Permit
Corey Simon was in attendance to discuss his involvement through Renewal
by Andersen. The committee explained that there could be potential Historic
Tax Credits. Mr. Simon showed the double hung style window that is
proposed.

b. 411 N Main Street – Window Permit
The committee will follow up with the property owner to get more details.
8) Historic Plaque Application
a. 1641 Jackson Street – pending
b. 427 W Irving Avenue - new
The owner was invited to the meeting, but was unable to attend.
9) Historic District
a. Brooklyn Area
Ms. Feld explained that this was an item that she requested to be added to the agenda.
The commissioners agreed to conduct more research on this potential local historic
district. The research should include determining how many structures would be
considered eligible. The commission agreed to divide this item into two different areas
to research which would be called the brewery area and the Brooklyn area.
b. Brewery Area
Ms. Feld stated that she has plans to create and inventory of existing houses and
compare it to historic maps and resources.

Ms. Feld made a motion to adjourn and Ms. Stichert seconded the motion. Motion
carried unanimously at 4: 41pm.
