HomeMy WebLinkAbout07.26.2022 MinutesJOINT REVIEW BOARD TID No. 43 Mill on Main 2021 Tax Incremental Districts Annual Reports Meeting Minutes July 26, 2022 Present: Bob Poeschl, Oshkosh Area School District Board of Education; Mark Rohloff, City of Oshkosh; Amy Van Straten, Fox Valley Technical College; Staff: Kelly Nieforth, Community Development Director; Mark Lyons, Planning Services Manager; Jason Pausma, Economic Development Services Manager The meeting was called to order at 8:03 a.m. by Ms. Nieforth. Ms. Nieforth asked for nominations for a Chair. Mr. Rohloff nominated Mr. Poeschl and was seconded by Ms. Van Straten. Motion carried 3-0. Chair Poeschl asked for nominations for the public member for TID 43. Mr. Rohloff nominated Burk Tower and was seconded by Ms. Van Straten. Motion carried 3-0. Mr. Pausma provided a brief overview of TID 43. Mr. Lyons provided a history of the parcel in the proposed TID boundary noting the Southshore Redevelopment Plan and the Sawdust District Masterplan designated this area for redevelopment. Mr. Pausma also shared the plans and application for the 291 unit, 3-story mixed use redevelopment. Mr. Pausma shared the SIP was approved in 2022, and the City was projected to contribute $28.9 million to the project. Mr. Lyons reviewed more details of the SIP application, site plan, and renderings for the Mill on Main development. Mr. Pausma added the TID meets the 12% rule, it is in a blighted area, and the cost of the underground parking and environmental remediation were major costs contributing to meeting the “but for” TID creation requirement. Without the TID the rate of return for the developer and investors would not be enough for the project. Ms. Nieforth provided an overview of the 2021 Tax Incremental Districts Annual Reports, noting all the TIDs combined are under 12% of the total equalized value of the taxable property within the City, thereby compliant with state statutes. Ms. Nieforth highlighted TIDs #23 and #26, noting they were both industrial TIDs, and were currently on track to close with a negative balance. TID #23 has sold a couple of properties to private companies. TID #26 is currently being promoted with new marketing efforts to aviation industry site selectors by GO-EDC and the Wittman Regional Airport, and promoted at EAA. Ms. Nieforth noted that both of these districts cannot be recipient TIDs by state statute because they are industrial TIDs. At 8:40 a.m. Ms. Van Straten made a motion to adjourn.
