(LAKESHORE PARK) TO WISCONSIN PUBLIC SERVICE

PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the City
hereby grants an electric easement at 1600 Oshkosh Avenue (Lakeshore Park) to
Wisconsin Public Service Corporation, and the proper City officials are authorized and
directed to execute any and all documents necessary for purposes of same.

BACKGROUND
The City of Oshkosh is requesting the granting of a public utility easement to Wisconsin Public
Service Corporation (WPS) at 1600 Oshkosh Avenue (Lakeshore Park). The subject site is
Lakeshore Park, which has frontage on North Westfield Street, Oshkosh Avenue, and Punhoqua
Street. A four-seasons building is being constructed to the northwest of Punhoqua Street. WPS
intends to install electrical services for the new four-seasons building.
ANALYSIS
The proposed easement is located on the west side of the Punhoqua Street, running to the
northwest. The easement is proposed to be 12 feet wide by approximately 130 feet long. The
easement will allow WPS to access the property, install underground electric lines, and maintain
or replace its facilities as needed. The easement is subject to conditions and restrictions listed in
the easement agreement.
RECOMMENDATION
The Plan Commission recommended granting the easement on July 19, 2022. Please see the
attached staff report and meeting minutes for more information.

GENERAL INFORMATION
Applicant/Owner: City of Oshkosh
Actions Requested:
The City of Oshkosh is requesting the granting of a public utility easement to Wisconsin Public
Service Corporation (WPS) at 1600 Oshkosh Ave. (Lakeshore Park).
Applicable Ordinance Provisions: N/A
Property Location and Background Information:
The subject site is Lakeshore Park, which has frontage on N Westfield St., Oshkosh Ave., and
Punhoqua St. A four-seasons building is being constructed to the north/west of Punhoqua St.
Wisconsin Public Service Corporation (WPS) intends to install electrical services for the new

The City Attorney’s Office is coordinating with the Parks Department and has prepared a draft
of the easement documents. The signed easement agreement will be recorded at the Winnebago
County Register of Deeds upon approval by the Common Council which is scheduled for July
26.
RECOMMENDATION/CONDITIONS
Staff recommends approval of the granting of the proposed electric easement at 1600 Oshkosh
Avenue (Lakeshore Park) to Wisconsin Public Service Corporation as proposed.
The Plan Commission recommended granting the easement on July 19, 2022. The following is
their discussion on the item.

Mr. Nau presented the item and reviewed the site and surrounding area as well as the land use
and zoning classifications in this area. Staff recommends approval with the findings and
conditions as listed in the staff report.
Mr. Perry opened up technical questions to staff.
Mr. Perry asked for any public comments and asked if the applicant wanted to make any
statements.
Mr. Perry closed public comments and asked if the applicant wanted to make any closing
statements.
There were no other public comments on this item.
There were no closing statements from the applicant.
Motion by Mitchell to adopt the findings and recommendation as stated in the staff report.
Seconded by Kiefer.
