RE: Cooperative Purchase of Ford F150 4WD Pickup for Sanitation Division ($34,393)
BACKGROUND
The 2022 CIP Major Equipment budget allocated $35,000 to replace a pickup truck used by the Sanitation
Division. The new unit replaces a 2010 Chevy Colorado pickup truck with 72,700 miles that is beyond
its useful service life. The new unit will be a full size pickup truck that will allow for the transport of
additional personnel and have a larger bed for brush pickup in outlying areas. This memo is to report
the purchase of this vehicle pursuant to the cooperative purchase exception of our purchasing ordinance.
ANALYSIS
At the May 10, 2022 Council meeting it was reported this unit was going to be replaced with a Ram 1500
vehicle pursuant to the cooperative purchase for Dodge vehicles via state contract. However on May 18,
2022 Dodge notified the City they stopped production of Ram trucks and could not fulfill any orders nor
honor price protection for future model years. As such staff then checked all other truck models under
state contract and found only the Ford F150 line were still available for 2023. Purchasing has verified
that Ewald Automotive Group holds the State of Wisconsin Department of Administration contract
(#505ENT-M21-VEHICLES-03) for this vehicle. Using this cooperative contract will save $7,870 from list
price.
FISCAL IMPACT
The 2022 CIP allocated $35,000 for this purchase. The fiscal impact of this Ford F150 from Ewald’s state
contract is $34,393. The balance of funds allocated for this vehicle will be used for the necessary
remaining equipment to complete the vehicle in the coming months. This purchase will be charged to
A/N#: 03230470 7210 66014 (MOTOR VEHICLES- Pickup Truck).
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council. If
