PURPOSE: APPROVE STREET RIGHT OF WAY DEDICATIONS FOR THE
WIDENING AND EASTERLY EXTENSION OF EAST 9TH
AVENUE AND THE WIDENING OF THE EAST SIDE OF SOUTH
MAIN STREET BETWEEN EAST 8TH AND 9TH AVENUES

PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the City
hereby approves the street right-of-way dedications for the widening and easterly
extension of East 9th Avenue and the widening of the east side of South Main Street
between East 8th and 9th Avenues.

Extension of East 9th Avenue and the Widening of the East Side of South Main
Street between East 8th and 9th Avenues
BACKGROUND
The applicant requests the acceptance of street right-of-way to widen and extend East 9th
Avenue to connect with Pioneer Drive and to widen the east side of South Main Street between
East 8th and 9th Avenues. Several plans have recommended restoring public access to the Fox
River. The Downtown Action Plan originally made this recommendation in 2000, followed by
the Riverwalk Master Plan in 2005, and most recently the Sawdust District Master Plan in 2020.
The City has taken great strides to provide this access in the form of a looped Riverwalk on the
north and south shores of the Fox River for the better part of two decades. The most recent
Riverwalk addition was a 1,200-foot segment from the east of South Main Street on what was
once part of Pioneer Drive to the existing railroad crossing. The plans also called for an extension
of East 9th Avenue to connect with the remainder of Pioneer Drive at the existing railroad
crossing to maintain the looped access to the north-south section of Pioneer Drive.
ANALYSIS
The City is proposing to dedicate a right-of-way extension from its current easterly terminus,
head northeasterly approximately 340 feet, and tie in with Pioneer Drive just west of the
Canadian Nation Railroad main line. The dedication will also widen the entire stretch of East
9th Avenue from its current 60-foot width to an overall width of approximately 67 feet with a
76-foot bump-out area to accommodate on-street parking.
The second part of this request is the proposed dedication to widen the South Main Street right-
of-way by 20 feet. Currently, the width of South Main Street is 60 feet. City plans call for 80 feet
wide right-of-way widths for arterial-classed streets such as South Main Street. The additional
right-of-way will provide the area needed for wider sidewalk and enhanced streetscaping. The
City has previously widened South Main Street between 11th Avenue and South Park Avenue
and plans to widen additional segments as opportunities arise. The section of South Main Street
from the Fox River to 16th Avenue is scheduled for reconstruction in 2030. The City and the
Wisconsin Department of Transportation have entered into agreement for cost sharing of the

project. The design of the new street will be determined on the widths of right-of-way along the
various blocks.
The dedication is included on a draft Certified Survey Map under review by staff. The City of
Oshkosh Redevelopment Authority is the current owner of the properties and is agreeable to
dedicating the land to the public. The CSM it will be recorded at the Winnebago County Register
of Deeds after staff approval. The dedication will become official upon approval by the Common
Council.
RECOMMENDATION
The Plan Commission recommended approval of the right of way dedications as requested on
July 5, 2022. Please see the attached staff report and meeting minutes for more information.

BACKGROUND INFORMATION/ANALYSIS
For years, various City plans have recommended

Site Inspections Report: No Commissioners reported visiting the site.
Staff report accepted as part of the record.
The City of Oshkosh is requesting approval of three sidewalk easements, three electric
easements, one pond maintenance easement, one drainage easement and one right-of-way
dedication.
Mr. Nau presented the item and reviewed the site and surrounding area as well as the land use
and zoning classifications in this area. Staff recommends approval with the findings and
conditions as listed in the staff report.
Mr. Perry opened up technical questions to staff.

statements.
