PURPOSE: ACCEPT SIDEWALK AND ELECTRIC EASEMENT AT THE
SOUTHEASTERLY CORNER OF HIGH AVENUE AND VINE
AVENUE (1010 WOODLAND AVENUE)

PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the City
hereby accepts a sidewalk easement and electric easement at the southeasterly corner of
High Avenue and Vine Avenue, per the attached, and the proper City officials are
authorized and directed to execute any and all documents necessary for purposes of
same.

RE: Accept Sidewalk and Electric Easement at the Southeasterly Corner of High
Avenue and Vine Avenue (1010 Woodland Avenue)
BACKGROUND
The City of Oshkosh is requesting acceptance of an easement for sidewalk and electrical
equipment at the southeasterly corner of High and Vine Avenues. The subject site is a 3.16-acre
lot located at the southeasterly corner of High and Vine Avenues developed with the
University’s steam generation plant and parking lot. The easement will be a 12.5 square foot
triangular area located at the northwesterly corner of the subject property, running five feet
along both the High Avenue and Vine Avenue rights-of-way.
ANALYSIS
The City is requesting the easement to allow for installation an ADA compliant public concrete
sidewalk. In the future, the City may install facilities such as traffic signals, an electric pull box,
and related equipment and facilities. These facility upgrades are part of the reconstruction of
Algoma Boulevard and Vine Avenue. The easement will allow the City to construct the
structures and provide continued access for future maintenance and replacements/upgrades as
needed. The City Attorney’s office has drafted the necessary easement documents. The
Department of Public Works does not have concerns with the proposal and will work with the
property owners to have the appropriate easement documents signed and recorded at the
Winnebago County Register of Deeds.
RECOMMENDATION
The Plan Commission recommended acceptance of the easement as requested on July 5, 2022.

GENERAL INFORMATION
Applicant: City of Oshkosh

Actions Requested: The City of Oshkosh is requesting acceptance of an easement for sidewalk
and electrical equipment at the southeasterly corner of High and Vine Avenues.

Property Location and Background Information:

The Plan Commission recommended acceptance of the easement on July 5, 2022. The following
is their discussion on the item.
Site Inspections Report: No Commissioners reported visiting the site.
Staff report accepted as part of the record.
The City of Oshkosh is requesting approval of three sidewalk easements, three electric
easements, one pond maintenance easement, one drainage easement and one right-of-way
dedication.
Mr. Nau presented the item and reviewed the site and surrounding area as well as the land use
and zoning classifications in this area. Staff recommends approval with the findings and
conditions as listed in the staff report.
Mr. Perry opened up technical questions to staff.
Mr. Perry asked for any public comments and asked if the applicant wanted to make any
statements.
Mr. Perry closed public comments and asked if the applicant wanted to make any closing
statements.
There were no other public comments on this item.

Chairman Perry called for a voice vote.
