PURPOSE: AWARD BID TO LINCOLN CONTRACTOR SUPPLY FOR 6” AUTO
PRIMING TOWABLE WATER PUMP FOR STORM WATER UTILITY
($44,891.88)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for 6” Auto
Priming Towable Water Pump for Storm Water Utility; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:

Total Bid: $44,891.88
WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Lincoln Contractor Supply for 6” Auto Priming Towable Water
Pump for Storm Water Utility ($44,891.88)
BACKGROUND
The Common Council allocated $50,000 in the 2022 CIP to purchase a new towable water
pump for the Storm Water Utility. The new unit will replace a 1990 Wacker 6” trailered water
pump with 1,009 hours. The old pump has reached the end of its service life and repair parts
are becoming difficult to find. The pump is used for controlling storm water flooding and for
bypassing storm water sewers during maintenance and repairs. It is also used to dewater
ponds and other areas where water has ponded. The new unit will be auto priming.
ANALYSIS
Working with the Public Works Mechanics Manager, Purchasing prepared bid specifications
for this unit. The bid was posted on DemandStar. Bids were due June 22, 2022. Two bids
were received but only one bid met the minimum bid specifications. The bid tab is attached.
Based on the bid review, it was the consensus of staff that the sole bid met the minimum bid
requirements and is competitive.
FISCAL IMPACT
The 2022 CIP allocated $50,000 for this unit. The total fiscal impact for this bid is $44,891.88.
This bid will be charged to A/N# 03222010 7204 66021 (Machinery and Equipment- Trailered
Water Pump). The old unit will be disposed through auction. The remaining funds will be
used by Central Garage staff for up-fitting the unit.
RECOMMENDATION
Working with the Public Works Mechanics Manager, Purchasing reviewed the bids and is
recommending the Common Council award this bid to Lincoln Contractors Supply for
$44,891.88.
