Box 1130 Oshkosh, WI 54903-1130 Subject: WisDOT ID 4110-33-00 Proposed Rehabilitation of U.S. Highway 45/Main Street Bridge Oshkosh, Winnebago County Dear Mr. Lyons: On behalf of the Wisconsin Department of Transportation (WisDOT), Mead & Hunt is contacting you regarding the proposed rehabilitation of the Main Street Bridge that carries U.S. Highway (US) 45/Main Street over the Fox River in the city of Oshkosh. The Main Street Bridge was determined eligible for listing in the National Register of Historic Places in 2022 as an intact example of the “Scherzer Type” rolling lift bascule bridge with hydraulic cylinders that retains its original design. Built in 1973, the existing structure and its mechanical and electrical elements have received various repairs and maintenance over its lifespan, but the structure has become deficient due to varying levels of deterioration. Several parts of the bridge were found to be approaching the end of their service life and in need of repair or replacement. At this time, Mead & Hunt is soliciting comments and/or concerns from the Oshkosh Landmarks Commission regarding the proposed rehabilitation of the historic bridge. The following is a list of components or areas of proposed repair and/or replacement: Structural, including superstructure and substructure. • Movable span, open-grid steel deck to be replaced in kind with an open-grid, galvanized steel deck. • Movable span secondary beams (not floor beams) and bracing to be replaced in kind with galvanized components. • Complete abrasive blast cleaning and full paint system replacement on movable span. Mr. Mark Lyons June 28, 2022 Page 2 Mead & Hunt | 2440 Deming Way, Middleton, WI 53562 | 608-273-6380 | meadhunt.com • Concrete repairs and new concrete surface on decks approach spans. • Patch repair of anti-slip coating on the sidewalk of the movable span. • Minor repairs to operator house windows. • Steel access platforms below hydraulic cylinders to be replaced in kind, with modification or removal of some railing (not main bridge railing). • Two Hydraulic Power Unit (HPU) housing enclosures, both installed in 2002, to be replaced in kind. Mechanical • Replacement in kind of existing hydraulic cylinders with mill duty cylinders. • Replacement in kind of existing tail lock hydraulic cylinder. Electrical • Replacement in kind of the existing hydraulic main motors. • Upgrade several electrical control and software system components.
