1. ANNUAL 4TH OF JULY CELEBRATION: This year’s 4th of July celebrations will begin
in downtown Oshkosh with the annual 4th of July Parade, sponsored by the Vietnam
Veterans Chapter 437. Parade participants will begin lining up at 7:00 a.m. and take to
the parade route at 9:00 a.m.
Spectators are welcome to line the sidewalks of N. Main and E. Irving Ave., as the parade
will begin at the intersection of N. Main St. and Otter Ave. and will conclude at
Menominee Park. We ask that all participants remain on the sidewalks to enjoy the
festivities, allowing parade participants to move freely through the route.
Families are welcome to celebrate Independence Day in the park while enjoying all that
is available. Visit the Menominee Park Zoo (open 9 a.m. – 6 p.m.), the Children’s
Amusement Center (open 11 a.m. – 7:00 p.m.), and sample your favorite foods from the
various food trucks scattered throughout the park (from 3:00 p.m. – 10:00 p.m.) Then
settle in for the Festival Foods Fireworks display at dusk (approximately 9:45 p.m.). As
always, we ask that you take out what you bring in, helping to keep our parks clean and
beautiful. Please be safe and enjoy this year’s 4th of July celebrations!
2. 2022 CDBG PROGRAM ACTION PLAN: On Tuesday, July 5 at 4:00 PM, and Tuesday,
July 12 at 6:00 PM, the City of Oshkosh is holding public hearings to obtain public
comments pertaining to the City’s 2022 Community Development Block Grant (CDBG)
Annual Action Plan. Citizens wishing to provide comments may come to the Plan
Commission meeting on July 5 (Room 404) and Common Council meeting (Room 406),
on July 12. Upon Plan Commission and City Council approval, the Action Plan will be
submitted to the Department of Housing and Urban Development for review.
The proposed 2022 CDBG program allocations will support low income housing
initiatives, neighborhood initiatives in low income areas, public service organizations
and fair housing activities. These activities will take place throughout the 2022 CDBG
Program Year, which runs from May 1, 2022 - April 30, 2023. A draft plan is available by

3. WELCOME TO THE OPD TEAM: The Oshkosh Police Department welcomed the
following new team members:
Police Cadet Daniel Neta currently resides in Pulaski, Wisconsin. Prior to
becoming a Cadet, Daniel was employed as a Corrections Officer with the Brown
County Sheriff's Office. He earned an Associate Degree in Automotive
Technology in 2008. He then graduated from the Jail Academy at Northeast
Wisconsin Technical College in 2019. Daniel is serving in the U.S. Army Reserve
and completed his Military Police training in 2020. Daniel will be attending the
18-week Fox Valley Technical College Recruit Academy in preparation of his law
enforcement career.
Police Cadet Jonathan Graminske currently resides in Appleton, Wisconsin. Prior
to becoming a Cadet, Jonathan was employed with the Appleton Police
Department as a Community Service Officer. He earned his Associate Degree in
Applied Science from Fox Valley Technical College in December 2021. Jonathan
will be attending the 18-week Fox Valley Technical College Recruit Academy in
preparation of his law enforcement career.
Report Processor Tristan Clare currently resides in Oshkosh. Tristan earned his
Bachelor's Degree in Criminal Justice in 2017 from the University of Wisconsin-
Oshkosh. Prior to his employment as a Report Processor, Tristan was employed as
a Business Analyst at Concentrix in Appleton.
Telecommunications Clerk Charles Rollins is originally from Washington,
relocating to Wisconsin when he was 14. He currently resides in Oshkosh and is a
2011 graduate of Little Chute High School. Prior to his employment as a part-time
Telecommunications Clerk, Charles was employed as a Rural Route Carrier for the
U.S. Postal Service.
Community Service Officer Haleigh Gibson currently resides in Oshkosh. She is a
2021 graduate of Oshkosh West High School. She is currently attending Fox Valley
Technical College, enrolled in the Criminal Justice Program. Prior to becoming a
Community Service Officer, Haleigh was employed by Players Pub as a waitress.

4. SAFETY CAMERA INITIATIVE: OPD and Flock Safety are examining the installation
of Automatic License Plate Readers (ALPR) at various locations within the city. ALPR's
have long helped law enforcement in solving crimes. Information from ALPR cameras
can help determine whether a vehicle was at the scene of a crime or associated with other
vehicles associated with a crime. In instances of AMBER alerts or Silver Alerts, the police
department will be able to determine whether a vehicle associated with this type of
investigation was in the city. In addition, these cameras will help us locate stolen vehicles
that may be traveling in our city. This technology is being deployed in over 1500
communities across the country and over 20 here in Wisconsin. Currently, Fond du Lac,
Neenah, Appleton and Green Bay either have or will be deploying Flock cameras.
5. SCAVENGER HUNT FUN: The Oshkosh Police Department partnered with Oshkosh
Noon Kiwanis as part of the Kiwanis N Cops N Kids Reading program to hold a
Scavenger Hunt on Friday, June 24. The hunt was held in Menominee Park with the
department's CCOV as the check in station. Children received a list of clues to find 3 items
hidden in the park. The first 100 kids that completed the Scavenger Hunt received prizes
to include a FREE KIDS MEAL donated by Subway! Several officers, Bike Patrol Officers,
and Officer Scott Sopata and K9 Magic were on site to greet families and join in on the
fun.

8. LOOKING AHEAD: As a reminder, in observance of the holiday, city offices will be
closed on Monday July 4, and I will be out of the office on Tuesday. Among the meetings
I have scheduled include: At 8:00 AM on Wednesday I will be meeting virtually with our
strategic plan facilitator to finalize and discuss the workshop scheduled for July 12. At
2:30 PM I will be meeting with staff and WPS to discuss the Four Seasons building. If you
