Main Street PLAN COMMISSION STAFF REPORT JULY 5, 2022 ITEM I.F: STREET RIGHT-OF-WAY DEDICATIONS FOR THE WIDENING AND EASTERLY EXTENSION OF E. 9TH AVENUE AND THE WIDENING OF S. MAIN STREET GENERAL INFORMATION Applicant: City Administration Owner: City of Oshkosh Redevelopment Authority Action(s) Requested: The applicant requests the acceptance of street right-of-way to widen and extend E. 9th Avenue to connect with Pioneer Drive and to widen the east side of S. Main Street between E. 8th and 9th Avenues. Applicable Ordinance Provisions: Street dedication criteria is located in Section 30-441 of the City’s Subdivision Regulations. The 2000 Downtown Action Plan originally made this recommendation, followed by the 2005 Riverwalk Master Plan and most recently The Sawdust District Master Plan. The City has for, the better part of two decades, taken great strides providing this access in the form of a looped riverwalk on the majority of north and south Page 1 ITEM I.F – Right-of-Way Dedication – E. 9th Avenue & S. Main Street shores of the Fox River. The most recent addition is a 1,200-foot segment east of S. Main Street on what was once part of Pioneer Drive to the existing railroad crossing. To maintain looped access to the north-south section of Pioneer Drive, the plans called for an extension of E. 9th Avenue to connect with the remainder of Pioneer Drive. The City is proposing to dedicate a right-of-way extension from its current easterly terminus, head northeasterly approximately 340 feet, tying in with Pioneer Drive just west of the Canadian Nation Railroad main line. The dedication will also widen the entire stretch of E. 9th Avenue from its current 60-foot width to an overall width of approximately 67 feet with a 76-foot bump-out area to accommodate on-street parking. The second part of this request is the proposed dedication to widen the S. Main Street right-of-way by 20 feet. Currently, the width of S. Main Street is 60 feet where City plans call for right-of-way widths for arterial-classed streets such as S. Main Street be 80 feet wide. The additional right-of-way will provide area needed for wider sidewalk and enhanced streetscaping. The City has previously widened S. Main Street between 11th Avenue and South Park Avenue and plans to widen additional segments as opportunities arise. South Main Street from the Fox River to 16th Avenue is scheduled for reconstruction in 2030. The City and WIDOT have entered into agreement for cost sharing of the project. Design of the new street will be determined on the widths of right-of-way along the various blocks. The dedication is included on a draft Certified Survey Map (CSM) under review by staff. The City of Oshkosh Redevelopment Authority is the current owner of the properties and is agreeable to dedicating the land to the public. Once City staff approves the CSM it will be recorded at the Winnebago County Register of Deeds. The dedication will become official upon approval by the Common Council. RECOMMENDATION/CONDITIONS Staff recommends acceptance of the right-of-way dedications E. 9th Avenue and S. Main Street as proposed.
