HomeMy WebLinkAbout11. 22-257JUNE 28, 2022 22-257 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE COOPERATIVE PURCHASE OF HOOK-LIFT TRUCK CHASSIS FROM QUALITY TRUCK CENTER FOR RECYCLING DIVISION ($151,186.60) INITIATED BY: PURCHASING DIVISION WHEREAS, Common Council allocated $225,000 in the 2022 CIP to purchase a Hook-Lift Roll-Off Truck for the Recycling Division; and WHEREAS, by participating through the State of Wisconsin Sourcewell Cooperative Purchase program, staff was able to obtain a more competitive price for a hook-lift roll-off truck; and WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that purchases may be done without the use of formal sealed quotations or bids pursuant to a contract with any other local, state or federal governmental unit or agency; and WHEREAS, Autocar holds the Sourcewell cooperative contract (#060920-ATC) for Autocar vehicles. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned aerial lift: QUALITY TRUCK CENTER 2125 French Road DePere, WI 54115 Total w/ Trade: $151,186.60 JUNE 28, 2022 22-257 RESOLUTION CONT’D BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Urben, General Services Manager DATE: June 20, 2022 RE: Approve Cooperative Purchase of Hook-Lift Truck Chassis from Quality Truck Center for Recycling Division ($151,186.60) BACKGROUND The Common Council allocated $225,000 in the 2022 CIP to purchase an Hook-Lift Roll-Off Truck for the Recycling Division. This unit is used to haul and empty roll-off containers for many different divisions of the City. It is also used for snow haul activities and handling demolition material. The new unit will replace a 2009 International Rollback Truck with a chassis and tarping system that is wearing out and has an undependable engine. This memo is to purchase the chassis only at this time via a Sourcewell cooperative contract. ANALYSIS Purchasing has confirmed that Autocar holds the Sourcewell cooperative contract (#060920-ATC) for AutoCar vehicles. Purchasing has confirmed this purchase is pursuant to the cooperative purchase exception of our purchasing ordinance and that the contract pricing will save $40,714.40 from list price. Autocar has confirmed their authorized distributor is Quality Truck Center in DePere, WI. FISCAL IMPACT The 2022 CIP allocated $225,000 for this unit. With a trade-in of $22,000 the total fiscal impact of this chassis is $151,186.60. This unit will be charged to A/N#: 03230480 7210 66912 (Motor Vehicles- #211 Hook-Lift Roll-Off Truck). The remaining funds for this CIP will be used to purchase the hook-lift body after the chassis delivery date is provided. The cost of the hook-lift is expected to keep the total purchase cost within budget. RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12- 15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council award this purchase to Quality Truck Center, 2125 French Road, DePere, WI 54115 for $151,186.60.
