PURPOSE: APPROVE PURCHASE OF ADDITIONAL 2022 WATER METERS
AND TRANSMITTERS FROM CORE & MAIN FOR WATER
UTILITY DIVISION ($55,200.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the Water Utility Division has standardized upon a Sensus water
meter reading system and it is necessary to order meters and associated transmitters to
replace meters that fail, are old or require updating, and
WHEREAS, Core & Main is our provider for the replacement of the water meters
and transmitters for 2022; and
WHEREAS, section 12-11 of the Oshkosh Municipal Code allows for the purchase
of materials or equipment without following formal bidding or quotations processes
when standardization is required and when there is only one source of supply of such
materials or equipment.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed to purchase
water meters and transmitters from:

De Pere, WI 54115
Total: $55,200.00
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchase of Additional 2022 Water Meters and Transmitters from Core & Main
for Water Utility Division ($55,200)
BACKGROUND
On September 13, 2006, the Common Council (Council) approved waiving bids for a new Sensus water
meter reading system utilizing wireless technology. This approval included the annual purchase of
Sensus water meters/transmitters to be installed system wide. Each replacement cycle lasts for ten (10)
years. The current replacement cycle began in 2018.
ANALYSIS
Our provider, Core & Main, previously provided a proposal for the replacement of the water
meters/transmitters for 2022, which was authorized by Council at the February 8th Council meeting. Due
to a cost increase of fifteen percent (15%) scheduled to occur on July 1st and the long lead time required
for orders, the Water Utility Division wishes to order additional meters/transmitters at this time. Large
water meters (1½” and up) have a 10-year battery life. Placing this order at this time will keep us
prepared for anticipated battery failures for meters that will reach ten (10) years of age in the fall of 2022.
FISCAL IMPACT
The cost for this additional purchase will be $55,200, which will bring the total fiscal impact of the 2022
meter and transmitter purchase to $654,068. This purchase will be funded from Account #03221810-7204-
65015/Water Capital Fund-Machinery & Equipment-10Yr Water Meter Replacement.
RECOMMENDATIONS
Section 12-11 of the Municipal Code (Code) provides that, subject to approval of the City Manager,
purchases may be made without following a formal competitive bidding process when the purchase is
from only one (1) source of supply or when standardization or compatibility is the overriding
consideration. In accordance with Section 12-11 of the Code and with the approval by the City Manager,
I am hereby recommending approval of this purchase.
