OSHKOSH COMMITTEE ON AGING (COA) MINUTES
May 3, 2022
A.) Ms. Richey called the meeting to order at 8:00 a.m.
B.) PRESENT: Judy Richey; Julie Kiefer; Heidi Basford-Kerkhof; Joanne Murphy Spice; Julie
Davids; Mike Ford
EXCUSED: Bryn Ceman
ABSENT: Cheryl Hentz; Julie Maslowski; Michael Norton
STAFF: Jean Wollerman, Senior Services Manager; Bobbie Jo Nagler, Activities Coordinator
C.) APPROVAL OF MINUTES: April 5, 2022 minutes approved as written: Mrs. Kiefer moved
to approve the minutes as written; Mrs. Davids seconded; ALL IN FAVOR, Motion carried (6)
to accept the minutes as written.
D.) CITIZEN COMMENTS ON AGENDA ITEMS: Ms. Richey announced Council Member
Mike Ford re-assigned to serve another year on the committee; Mrs. Lindsay Temple resigned
and Mr. Michael Norton chose not to be re-appointed. She stated that anyone interested
would apply on-line or print off the application and give to City Manager’s office, all
appointments are approved by the Mayor. She stated Mrs. Temple’s term expires on
5/31/2024.
E.) PUBLIC COMMENT ONAGENDA ITEMS: NONE
F.) PRESENTATION: Andrew Schaller / West High School-Veterans Honor Wall-CANCELED
Ms. Richey announced that the scheduled speaker had to cancel; if anyone knows of anyone
from West High School that served or is serving in the military to contact Mr. Schaller at West
High School to have their name put on the wall. She stated currently there are 5,000 names
listed.
G.) OLD BUSINESS: None
H.) NEW BUSINESS:
a. Discussion of current scams-Mrs. Basford-Kerkhof stated the Oshkosh Fire
Department was not selling t-shirts for their fund raiser.
b. Mrs. Basford-Kerkhof stated the Better Business Bureau warned of a phishing scam;
scammers are texting that a bill had been paid and there is a gift for you, confirm your
identity to receive and this could be in a group text. She warned not to click on links,
but to call the company direct and ask them of any promotions.
c. Mrs. Basford-Kerkhof explained another scam pretending to be a home energy
auditor, contacts were made via phone, or coming to the door, save big on energy bills
just sign the contract with your billing information. She reminded everyone, if
something seems too good to be true, it probably is and to never sign anything on the
spot but to research or contact utility company, if still not sure talk it over with
someone trustworthy.
d. Mrs. Murphy Spice warned of fake COVID rapid at home test kits. She explained to
look for poor quality imaging or lack of QR codes.
e. Ms. Richey warned of a scam stealing down payments on the purchase of a home, as
many people were purchasing homes on-line without going to the actual home. Mrs.
Davids questioned if it was a wire transfer of money; Ms. Richey replied, she was not
sure.
f. Ms. Richey warned of scams using your own phone number.
I.) BUSINESS:
a. Upcoming Community events for Older Adults-Mrs. Davids announced Mind works
was held at the Oshkosh Public Library on Thursdays from 11 am to 2 pm. She
explained it was for individuals with cognitive impairment and the caretakers were
allowed to drop off individuals. She stated the drop off was growing.
b. Mrs. Kiefer stated Continuing education for LIR was coming to an end and they were
to begin working on fall schedule. She announced Grandparents University was still
accepting enrollment, the dates are July 14-15.
c. Mr. Ford explained No Mow May; residents must register with the City or could
receive a violation for having long grass, the no mow helps the bees to pollinate. If a
resident registers, they are responsible for mowing after May, the City will not come
and mow.
d. Mrs. Basford-Kerkhof announced May 7th would be the NAMI walk in support of
mental health, at the Oshkosh North High School, walk to begin at 9 am. She stated
there would be fun for all, photo book, mascots, face painting, and music and balloon
animals.
e. Mrs. Murphy Spice reminded everyone that Sunnyview was open for vaccines on
Wednesday’s from 1 to 6 pm, 2nd booster is after 4 months from 1st booster. Ms. Richey
explained mixing vaccines was ok and come fall she stated, something else may be
needed. Mrs. Basford-Kerkhof questioned what vaccines were given; Mrs. Murphy
Spice replied, Moderna and Pfizer. She stated testing was available there as well. Mrs.
Basford-Kerkhof stated continued outbreaks were still occurring, Oshkosh West play
had been cancelled because of COVID. Mrs. Murphy Spice explained numbers were
less accurate because of home tests. She stated people are tired of it, so they are more
relaxed and call symptoms a cold rather than get tested. Ms. Richey stated three
northwestern counties moved from low to moderate risk.
f. Mrs. Wollerman handed each member an Oshkosh Seniors Center monthly newsletter.
She announced the Friends of the Oshkosh Seniors Center (FOSC) held there shred
event on May 21 from 9 to 11 am. She stated on June 17th and August 19th from 4:30- to
8:30 pm FOSC would have their Food Truck Friday Events at South Park.
g. Ms. Richey announced Officer Kate Mann was one of two officers presented to FBI
National Academy Associates Wisconsin Chapter’s Spring Conference at FVTC. They
spoke about Community Engagement, Community Trust Initiatives, and Community
Outreach Programs.
h. Ms. Richey stated Oshkosh was listed 2nd For livability communities from the Smart
Asset Survey and Eau Claire was 5th, this was out of the top 10 cities.
i. Ms. Richey stated there was great collaboration among the Oshkosh Police
Department and Winnebago County with the hiring of a County crisis worker to
partner with OPD Behavior Health Officer Sopata and therapy dog Magic.
J.) ADJOURNMENT: Mr. Ford moved to adjourn at 8:34 am, Mrs. Davids seconded, ALL IN
FAVOR, Motion carried (6) to adjourn at 8:34 am.
NEXT MEETING: June 7, 2022; Election of Chair and Vice-Chair, vote on July meeting
8 am City Hall
