Preliminary Findings
Service costs are increasing while ridership is decreasing
Necessitates a look at service delivery options
Intercity travel (Oshkosh – Neenah) makes up nearly 85-90% of annual route ridership
Local trips consistent year-over-year
Gap analysis suggests the daily needs of most GO Transit users are met by other system routes
Initial findings suggest a look at market-driven service delivery strategies

Policy Option: Expand Rural Program
As a pilot program, expand eligibility of Rural Program to serve north Oshkosh neighborhoods and offer intercity service
Test and define eligibility requirements
Travel within designated zones or to transfer centers
Users pay base rate for trip on the service
If trip includes a transfer to a fixed-route bus, users also pay the fixed-route cost
Concept: Offer rides to and from the Neenah Transfer Center and/or the North Oshkosh Transfer point
