1. CITY MANAGER ROHLOFF RECEIVES MERITORIOUS SERVICE AWARD: The
Wisconsin City/County Management Association (WCMA) has presented Oshkosh City
Manager Mark Rohloff with the Meritorious Service Award at their annual Summer
Conference on June 9th. The award is “an award honoring and acknowledging
outstanding achievement as a local government management professional in the State of
Wisconsin,” recognizing significant positive and dignified career contributions to the
profession of local government management. As the Chief Executive of Oshkosh, one of
Wisconsin's largest cities, Mark has not only been responsible for the effective and
efficient delivery of services to meet the needs of the community, but he has also fostered
a "can do spirit" for public service and strengthened the public’s trust in local government.
His collaboration with public and private partners to advance the city's strategic plan is
evident in the successes the Oshkosh community has realized during his leadership.
WCMA acknowledges Mark’s 38+ public service and mentorship, and recognizes that he
is very deserving of this prestigious recognition.
2. REMINDER - JACKSON/OREGON STREET BRIDGE INPUT: The Wisconsin
Department of Transportation (WDOT) Northeast Region is seeking input and a
recommendation for the Jackson/Oregon Street Bridge Project from the City of Oshkosh
Common Council. WDOT will have a staff member present at the June 14, 2022 Common
Council meeting to answer any questions that the Common Council may have. There
will not be a presentation made at the June 14th meeting.

The general public is encouraged to submit comments and recommendations for the
Common Council to consider during their discussion and deliberation on June 14th. The
general public may also register to speak to this agenda item through the normal speaker
registration methods prior to the Common Council meeting on June 14th. If you have

3. INSPECTION SERVICES DIVISION MAY 2022 REPORT: The city’s Inspection
Services Division reported the total value of permits issued during May decreased by 41
percent compared with the value of permits issued during May 2021. Permit totals from
last year May were driven by the start of the more than $12 million project from S.C.
Swiderski to construct a 172-unit apartment complex off State Road 91 on the southwest
side of the city. Collection fees for the month decreased by 21 percent over the same
period a year ago as well.

7. LOOKING AHEAD: Among the meetings I have scheduled for the week of June 13
include: On Monday at 8:00 AM I will be meeting with Mayor Palmeri to discuss
Tuesday’s agenda. At 9:00 AM on Tuesday I will be meeting with Joe Ferlo from The
Grand for an update of their ARPA applications. At 3:00 PM I will be meeting with staff
and BID representatives to discuss the Designated Outdoor Refreshment Area (DORA)
proposed pilot program (Note: this item is scheduled for council discussion and direction
that evening). At 8:30 AM on Wednesday I will be meeting Transportation Director Jim
Collins for a briefing on the status of Route 10, the route between Oshkosh and Neenah.

On Thursday at 7:30 AM I will be attending the GOEDC Executive Committee Meeting.
At 3:00 PM I will be meeting with Oshkosh Community Foundation representatives
regarding ARPA applications they have submitted on behalf of several community
initiatives. The week of June 13th also begins the annual CIP process with department
heads. Therefore the remainder of the week I will be meeting with departmental staff
regarding their proposed CIP projects. If you have any questions about my schedule,
