HomeMy WebLinkAbout05.10.22 TPAB Minutes (approved) TRAFFIC & PARKING ADVISORY BOARD MEETING MINUTES May 10, 2022 Attendees: Daniel Becker, Chair Bill Christianson Jim Collins, Transportation Director Jim Stapel, Vice-Chair Jane Boucher, Secretary Ross Wandschneider Absent: Courtney Hansen, Dan Sciezinski Guests: Lieutenant Hotter (OPD) PUBLIC COMMENT Chairman Becker explained protocol for public comment, however no guests from the public were present. Meeting was called to order at 4:00 p.m. Roll call was requested, followed by reciting the Pledge of Allegiance. APPROVAL OF MINUTES Jim Stapel made a motion to approve the Minutes of the April meeting, seconded by Ross Wandschneider. Motion carried after a roll-call vote. OLD BUSINESS: Jim reported that the NO PARKING request on W. 6th Avenue discussed at the previous meeting was approved at the last Council meeting. NEW BUSINESS: 1. Request to update the bus loading and parking regulations adjacent to Oshkosh West High School on N. Eagle Street and Southland Avenue. Jim stated this request came from the Oshkosh School District and both a representative from OASD and Bray Architects are present in case the Board has additional questions. Jim stated all of the changes presented will not have an effect on the current public bus stop. Jim reviewed the current and proposed status of both Eagle Street and Southland. 2 | P a g e  Current Status (Eagle Street) – No parking, stopping, standing, waiting, bus loading zone, west side from 420’ south of Taft Avenue to Southland Avenue between 7:00 a.m. – 4:30 p.m. on school days.  Proposed Status (Eagle Street) – 30 minutes parking, west side from 420’ south of Taft Avenue to 230’ north of Eagle Avenue (7:00 a.m. - 4:30 p.m. on school days). No parking, stopping, standing, waiting, bus loading zone, west side from Eagle Street to 230’ north (7:00 a.m. – 4:30 p.m. on school days).  Current Status (Southland Avenue) – No parking, north side, from 813’ east of Westfield Street to Eagle Street (7:00 a.m. – 4:30 p.m. on school days).  Proposed Status (Southland Avenue) – No parking, north side from 607’ west of Eagle Street to 375’ (335) west of Eagle Street. No parking, stopping, standing, waiting, bus loading zone, north side from 375’ (335) west of Eagle Street to Eagle Street. Jim Stapel asked if this change would impact the Church and Mosque in that neighborhood. Jim stated weekends would not be included only 7am – 4:30 pm school days which matches other ordinances in the area. Dan Becker asked what the timeframe would be to implement the change; Jim stated by August 1st to allow for approval and signage. Dan Becker made a motion to approve as written, seconded by Jim Stapel. Motion carried after a roll-call vote. STAFF STATEMENTS: Jim gave a quick update in regards to the Wisconsin Street reconstruction stating that it is on the 2023 schedule so the bidding process should start at the end of the year.
