EAGLE STREET AND SOUTHLAND AVENUE INITIATED BY: PER THE REQUEST OF OSHKOSH AREA SCHOOL DISTRICT TRAFFIC AND PARKING ADVISORY BOARD RECOMMENDATION: Approved A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS WHEREAS, the Oshkosh Area School District has requested changes to the bus loading and parking regulations adjacent to Oshkosh West High School. NOW, THEREFORE, the Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 pertaining to parking regulations on designated streets and alleys of the Oshkosh Municipal Code is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS Eagle Street Remove Therefrom: No parking, stopping, standing, waiting, bus loading zone, west side from 420’ south of Taft Avenue to Southland Avenue (7:00 a.m. – 4:30 p.m. on school days) Add Thereto: 30 minute parking, west side from 420’ south of Taft Avenue to 230’ north of Southland Ave. 7:00 a.m. – 4:30 p.m. on school days). Add Thereto: No parking, north side from 375’ west of Eagle Street to 607’ west of Eagle Street. (7:00 a.m. – 4:30 p.m. on school days) No parking, stopping, standing, waiting, bus loading zone, north side from 375’ west of Eagle Street to Eagle Street. (7:00 a.m. to 4:30 p.m. on school days) SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #22-XXX on June 28, 2022, UPDATE THE BUS LOADING ZONE AND PARKING REGULATIONS ADJACENT TO OSHKOSH WEST HIGH SCHOOL ON N. EAGLE STREET AND SOUTHLAND AVENUE (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS). The ordinance makes adjustments to no parking and bus loading zones on Eagle Street and Southland Avenue adjacent to Oshkosh West High School. Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Transportation Director DATE: June 3, 2022 RE: UPDATE THE SCHOOL BUS LOADING ZONE AND PARKING REGULATIONS ADJACENT TO OSHKOSH WEST HIGH SCHOOL ON N. EAGLE STREET AND SOUTHLAND AVENUE BACKGROUND Oshkosh West High School has reconfigured student and visitor entrance and exits to the building and therefore would like to relocate 4 of the 8 buses currently using the west side of North Eagle Street to drop off/pick up students. The school is concerned with conflicts between buses and parents picking- up and dropping-off and this change will create clear separation. Under this proposal, 4 school buses would continue to load and unload on North Eagle Street and 4 buses would load/unload on Southland Avenue. This would create an area of short term (30 minute) parking on North Eagle Street to accommodate visitors and would allow parents to drop off and pick- up students and if necessary, use the main school entrance throughout the day. ANALYSIS The area was evaluated and these proposed changes will have minimal impact to the area. North Eagle Street is 44’ wide and Southland Avenue is 48’ wide. Both of these streets are wide enough to accommodate the proposed uses. This proposal only affects the school side of the streets and the effects are beneficial to school users. The Traffic and Parking Advisory Board recommends approval (5-0). FISCAL IMPACT The cost of these changes is updated signage which will be covered by the sign department operations budget.
