FOR CONVENTION CENTER AIR HANDLER REPLACEMENTS FOR GENERAL SERVICES ($728,920.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for Convention Center Air Handler Replacements for General Services; and WHEREAS, upon the opening and tabulation of bids, the following is the only bid: GARTMAN MECHANICAL SERVICES INC. 520 W South Park Ave Oshkosh, WI 54902 Total Bid: $728,920.00 WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid and recommends its acceptance. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: May 25, 2022 RE: Award Bid to Gartman Mechanical Services Inc. for Convention Center Air Handler Replacements for General Services ($728,920.00) BACKGROUND The Facilities Maintenance Division works closely with our HVAC engineer from McMahon & Associates to regularly monitor, update and prioritize the annual replacement schedule for our building’s HVAC systems and equipment. McMahon’s next recommended priority is to replace the eight air handler units within the Convention Center that are 35+ years old and are at the end of their useful service life. These units move both hot and cold air from the HVAC systems throughout the facility. When the Center was designed in 1985 the air handler units were installed directly above the ceilings in the ballrooms. Unfortunately, over time these units have continues to get louder and generate a significant amount of fan noise that radiates down through the ceiling panels, negatively impacting occupants’ ability to listen/participate in meetings or events. Attempts to minimize the noise have been ineffective and McMahon’s sound analysis concluded that moving the units to the roof of the facility would significantly reduce the fan noise levels within the rooms and greatly improve access to the units for service and maintenance. McMahon proposes replacing the eight current units with four roof top units and installing duct silencers in all supply, return and transfer ducts to further help reduce fan noise levels. Additionally, this replacement will include more temperature zones that will allow the system to better address heating/cooling losses which may allow the system to realize 10- 15% in energy savings. Because of the higher energy efficiency of these new units McMahon estimates the City may realize a Focus on Energy rebate of $4,000-$6,000 upon project completion. ANALYSIS Working with McMahon and Facilities Maintenance staff, Purchasing prepared bid specifications for this project. The bid was advertised in the local newspaper. Bids were due May 19, 2022. The bid tab is attached. It was the consensus of McMahon and City staff that the sole bid from Gartman Mechanical Services Inc. bid meets all the minimum bid requirements and is competitive. FISCAL IMPACT The fiscal impact of this bid is $729,920.00. This bid, added to McMahon’s engineering fee of $25,700.00 brings the total fiscal impact of this project to $755,620.00. This project will be charged to A/N#: 05031040 7204 (Machinery and Equipment). RECOMMENDATION Purchasing recommends the Common Council award this bid to Gartman Mechanical Services Inc. for $728,920.00. Respectfully Submitted, Approved: Jon G.
