Consider the request from Girl Scout Troop 2414 to install a Monarch Waystation at Rusch Park Staff has received a request from two Girl Scouts from Troop 2414 to install a Monarch Waystation in Rusch Park for their Silver Award project. According to MonarchWatch.org, Monarch Waystations are places that provide resources necessary for monarchs to produce successive generations and sustain their migration. Without milkweeds throughout their spring and summer breeding areas in North America, monarchs would not be able to produce the successive generations that culminate in the migration each fall. Similarly, without nectar from flowers these fall migratory monarch butterflies would be unable to make their long journey to overwintering grounds in Mexico. The need for host plants for larvae and energy sources for adults applies to all monarch and butterfly populations around the world. Mr. Dallman has been meeting with the scouts to come up with a plan and location for the project. A map indicating the proposed location in Rusch Park is included in your packet. The scouts will be in attendance to present their project proposal and answer questions. 2. Discuss parkland dedication and/or fees-in-lieu of land dedication for Farmington Cottages subdivision City staff has been working with a developer interested in developing a residential development on the north side of the city west of Jackson Street, south of Snell Road and east of Vinland Street. A map indicating the subject parcel is included in your packet along with the proposed subdivision layout. As part of the land subdivision process, City ordinance requires developers to dedicate parkland and/or pay a fee-in-lieu of land dedication based on the number of residential units created by the land subdivision. In reviewing the subdivision request, city staff noted that the area is deficient in parkland for current residents as well as the new residents that will occupy the new homes. The current layout of the subdivision provides for 21 single-family lots. However, city staff is recommending that the developer dedicate lots 19 and 20 and the city purchase lot 18 which will total approximately .46 acres of parkland. City staff envisions the parcel south of this site being developed in the future where additional parkland can be dedicated adjacent to these properties as part of that subdivision to increase the final size of the park. With the developers for Farmington Cottages dedicating approximately 13,378 square feet, they are still deficient approximately 5,600 square feet of what is owed for a 19 lot subdivision. This equates to approximately $2,034 for the fee-in-lieu of parkland that is due to the city. Therefore, staff is recommending the city accept lots 19 and 20 as parkland dedication, accept $2,034 as fee-in-lieu of parkland dedication and staff negotiate the purchase of lot 18. 3. Discuss and recommend Capital Improvement Program (CIP) 2023-2027 The Board will discuss and recommend a 5-year Capital Improvement Program (CIP) covering the years 2023 – 2027. Included in your packet is a list of projects staff is recommending for each year, most of which were included in the 2022 – 2026 CIP that the Advisory Parks Board recommended last year. The Board will review and prioritize the projects for 2023-2027 with a focus being on years 2023 and 2024. Staff will provide an overview of each of the projects.
