STAFFING
Officer safety and public safety are primary considerations
50 to 60 calls per shift – cannot remove existing resources away to DORA
Will Need 2 officers for officer safety
2 officers not funded – BID must fund or Council must backfill costs with new funding
CLEAN UP
Businesses/BID responsible for cleanup and removal of trash/recyclables on morning after
If clean up cannot be maintained overtime will be necessary and charged to the BID
BOUNDARIES
BID area for precedent – any other area will open it up for unlimited expansion after the pilot
project ends
Need responsible entity, such as BID
No parking lots
No Transit Center
With Leach adjacent to park/Riverwalk/BID, people may leave/walk up to Leach with drink so no
need to add to BID boundary
SPECIAL EVENTS
What has priority in the DORA - a special event restrictions or DORA?
Recommend that DORA take precedent – staff will communicate to event organizers
CUPS
Staff does not recommend DORA cups
Little ability to enforce – want to minimize interactions with Police
Follow code language used for outdoor beer gardens - use transparent/semitransparent cups or
original non-glass containers

WHAT IS A DORA?
A district in the downtown area in which visitors
ages 21 and older can consume alcoholic beverages
outdoors and in participating businesses within the
area’s boundaries, during designated hours, and
according to DORA rules.
PROPOSED AREA
The district would
include the Downtown
BID along with the 600
block of N Main St.
DORA HOURS
Thursday & Friday: 5-10pm
Saturday: 10am-10pm
DORA RULES
Patrons must be 21+
DORA beverages must be purchased at participating
licensed establishments - you cannot BYOB
DORA beverages must be empty or disposed of before
entering another bar or restaurant or any business with a
red DORA sticker
You may have beverages outdoors within the district and in
businesses with green DORA stickers
DORA drinks are not permitted outside of the DORA exit
points
THE DORA CUP
All DORA drinks will be required to be provided and
consumed in designated and approved DORA cups
DORA cups can only be provided by designated and
participating bars and restaurants within the DORA
boundary
Those wishing to drink a DORA beverage will pay a fee on
top of the cost of the drink - covers cost of business for the
DORA establishment
DORA BENEFITS
Increase visitors to bars and restaurants - ability to allow
quick to-go service (Ex. Farmers Market)
Allows for social distancing
Lengthens time visitors spend downtown
Creates an enhanced, unique experience in Oshkosh -
great for tourism and economic development
Enhance downtown events: Farmers Market, Main Street
Music Festival, Jazz Fest, etc.
Increase retail sales with more foot traffic downtown
GOAL: 250 DAYS OF ACTIVITY
Roger Brooks' suggestions: Programming, create a plaza
Plaza is a big capital investment
DORA will increase number of events and event attendance to
help achieve 250 days of activity and will increase general foot
traffic downtown
With little to no investment we can try something that could have a
significant impact on activity downtown
DORA PILOT PROGRAM
The Downtown Oshkosh BID would
like to propose that the City of
Oshkosh adopt a pilot program as a
trial for the DORA that would run
from June through October 2022 with
the pilot program to be evaluated by
the city council and community
partners in October of 2022.
