1. MEMORIAL DAY PROCESSION: As a reminder, this year’s May 30th Memorial Day
Procession starting location and route will be moved to Oshkosh North High School.
Affected roadways will include W. Smith St., Vinland St., Murdock Ave., and Algoma
Blvd. All other scheduled Memorial Day services will remain in the same location and
times as prior years:
Reading of the Names – South Park War Monument @ 7:00 a.m.
Wreath Laying in Memory of those lost at sea – Riverside Park @ 8:00 a.m.
Memorial Day Procession – Oshkosh North High to Riverside Cemetery @ 9:00 a.m.
2. MUSEUM & PARKS PARTNER TO TELL UNTOLD STORIES: Oshkosh Public
Museum and Oshkosh Parks Dept. are excited to partner to provide Riverside Cemetery
Tours this June! The Untold Stories Tour will examine prominent figures from Oshkosh
history, their intertwined histories, and some oddities along the way. The Museum and
Parks will collaboratively be offering new tours seasonally (spring and fall) to harness
the Museum’s 20+ year history of Riverside Cemetery research and to showcase the park-
like setting of Riverside Cemetery. To reserve tickets follow the link below:

3. JACKSON/OREGON STREET BRIDGE input meeting: The Wisconsin Department of
Transportation (WDOT) Northeast Region is seeking input and a recommendation for
the Jackson/Oregon Street Bridge Project from the City of Oshkosh Common Council.
WDOT will have a staff member present at the June 14, 2022 Common Council meeting
to answer any questions that the Common Council may have. There will not be a
presentation made at the June 14th meeting.

The general public is encouraged to submit comments and recommendations for the
Common Council to consider during their discussion and deliberation on June 14th.
Please submit those comments no later than 4:30 p.m. on June 8, 2022 to
citymgr@ci.oshkosh.wi.us. The general public may also register to speak to this agenda
item through the normal speaker registration methods prior to the Common Council
meeting on June 14th. If you have additional questions regarding this project, please
contact Director of Public Works, James Rabe.
4. OSHKOSH MEDIA RECEIVES MIDWEST RECOGNITION: Oshkosh Media is proud
to announce that staff received 10 awards in Wisconsin Community Media’s annual Best
of the Midwest Media Fest that was held on May 12th. The competition includes
Wisconsin, Illinois, Iowa, North Dakota, South Dakota, Minnesota, Missouri, Nebraska,
and Kansas. The following award-winning programs were produced by staff and aired
on Oshkosh Media Gov TV, Life TV, and Oshkosh FM 101.9 in 2021:

In addition to staff winning these awards, local producers also took home some honors.
Disabled American Veterans Chapter 17 Winnebago County received a best in show
Excellence award for their show, “The Outpost.” The Oshkosh Ice Hawks hockey team
received an Excellence award for their 2021-22 season preview TV show. Radio producer
Mike Lyster received a best in show Excellence award for his program “Around the Block.”
And producer John Nieman received a Merit award for his TV show “The Place to Be,
Oshkosh.”

5. ANNUAL AWARDS CEREMONY: The Oshkosh Police Department was excited to hold
their 6th Annual Awards Ceremony on Thursday, May 12, 2022, at The Best Western
Premier Waterfront Hotel. Department employees and citizens were recognized for their
exceptional performance, achievements and service to the Oshkosh community during
the 2021 year. Also recognized during the ceremony were the officers promoted and new
officers hired during the 2020-2021 years due to COVID and the absence of our
department Badge Pinning and Promotional Recognition ceremonies.
The Awards Ceremony is about more than the reflection of the pride and dedication of
those who strive to make a difference in our community. It is also about the strong
partnerships that are built and recognized by our community businesses and leaders.
We would like to express our sincere appreciation to Tom & Penny Harenburg and The
Best Western for their generosity and sponsorship in support of making the Awards
Ceremony such a success!
6. WELCOME TO THE TEAM: The Oshkosh Police Department celebrated the hiring of
five new Police Officers during a Police and Fire Commission meeting on Tuesday, May
24, 2022. And two new Community Service Officers. Welcome!
Samuel Schuldes is originally from Greenville, Wisconsin. Samuel is continuing to
work toward completion of his Bachelor's degree in Criminal Justice. Prior to
becoming a Police Officer, Samuel was employed as a Community Service Officer
with the Oshkosh Police Department, serving for over two years.
Jacob MacDonald is originally from Omro, Wisconsin. He earned his Associate
degree in Criminal Justice from Fox Valley Technical College in December 2021.
Jacob was previously employed with the Oshkosh Police Department as a
Community Service Officer for nearly two years.
Ahmed Awadallah is originally from Cairo, Egypt. He earned a Bachelor's degree
in Business Administration with a major in Accounting from Menoufia University.
In 2012, he relocated to Milwaukee, Wisconsin, and earned an Associate degree in
Marketing Management from the Milwaukee Area Technical College in 2017. In
May 2021, he completed the Jail Officer Recruit Academy through Fox Valley
Technical College. Prior to becoming a Police Officer with the Oshkosh Police
Department, Ahmed was employed as a part-time Corrections Officer with the
Outagamie County Sheriff's Office in addition to owning his own translating
business.
Jeremy Crowl is originally from Winfield, Illinois. Jeremy earned his Bachelor's
degree in Law Enforcement and Justice Administration in May 2021 from Western
Illinois University. Prior to becoming a Police Officer with the Oshkosh Police
Department, Jeremy completed an internship with the Plainfield Police
Department and worked various jobs while attending school.
Samuel Brahm is originally from Milwaukee, Wisconsin. Samuel earned his
Bachelor's degree in Criminal Justice from the University of Wisconsin-Oshkosh
in June 2020. Prior to becoming a Police Officer with the Oshkosh Police
Department, Samuel was previously employed as a Security Agent at Elite
Protection Specialists and also served as a Community Service Officer for four
years with the UW-Oshkosh Police Department while attending school.
Olivia Riley resides in Franklin, Wisconsin, and is currently attending Waukesha
County Technical College enrolled in the Criminal Justice Program. Prior to
joining the Oshkosh Police Department as a Community Service Officer, Olivia
was employed with Walgreens for over two years.
Owen Braatz resides in Oshkosh, Wisconsin, and is currently attending Fox Valley
Technical College enrolled in the Criminal Justice Program. Prior to becoming a
Community Service Officer with the Oshkosh Police Department, Owen was
employed at Target Oshkosh.
Marleigh McQuown currently resides in Berlin, Wisconsin. Prior to joining the
Oshkosh Police Department as a Records and Reports Clerk, Marleigh earned her
Bachelor's degree in Criminal Justice from the University of Wisconsin-Platteville.
She worked in Corrections and then most recently as a Dispatcher with the Ripon
Police Department.
7. CONRATULATIONS: The Oshkosh Police Department celebrated the retirement of
Report Processor, Char Baehman, on Friday, May 27, 2022. Char began her career in May
1997 as a part-time Report Processor before going to full time in August 1997. Throughout
her 25-year career, Char has served the Oshkosh Police Department with exceptional
pride, professionalism and dedication. We wish her the very best for a long and healthy
retirement!!
8. LAW ENFORCEMENT MEMORIAL CEREMONY: In honor of National Police Week,
the Oshkosh Police Department held a Law Enforcement Memorial Ceremony on
Monday, May 16, 2022, in the Safety Building parking lot at 2:30 p.m. National Police
Week pays special recognition to those law enforcement officers who have lost their lives
in the line of duty serving and protecting others. The Oshkosh Police Department
honored the Oshkosh Police Officers that were killed in the line of duty since 1853: Louis
Hardy, George O’Connor and Walter Spiering, along with those officers that died in 2019-
2021 in the State of Wisconsin: Matthew J. Rittner, John D. Hetland, Mark S. Lentz,
Richard C. Treadwell, Daniel L. Creighbaum, Joseph J. Kurer, Daniel J. Daly, Daniel A.
Stainbrook and Chad P. Christiansen.
National Police Week is also a time to recognize the great men and women who serve
and protect our communities each and every day. We want to thank everyone who
attended the ceremony in support of the Oshkosh Police Department and National Police
Week.

13. LOOKING AHEAD: As I previously informed Council, my schedule will be erratic
through June 10 due to other commitments, including a state city management
conference and a family wedding. Among the meetings I have scheduled for May 31 and
June 1 include: At 10:00 AM on Tuesday I will be meeting with Community Development
Director Kelly Nieforth to discuss a variety of projects. On Tuesday at 8:30 AM I will be
meeting with staff to finalize the facilities workshop information. At 11:30 AM I am
meeting with a local developer and Community Development Director Nieforth to
discuss potential developments. I will be out of the office Thursday, Friday, and the
following Monday for a family wedding. If you have any questions about my schedule,
