PURPOSE: APPROVE AMENDMENT OF CITY WARD MAPS TO COMPLY WITH
LEGISLATIVE DISTRICT BOUNDARIES
INITIATED BY: CITY CLERKS OFFICE
WHEREAS, it is the responsibility of the City of Oshkosh to adopt a municipal
ward plan following the completion of the decennial federal census of population; and
WHEREAS, by Resolution 21-532 adopted in October 2021 the City of Oshkosh
adjusted its wards and districts and submitted this information to the State of Wisconsin;
and
WHEREAS, State Statutes require municipalities to then adjust their municipal
ward boundaries when necessary to comply with legislative and congressional district
boundaries; and
WHEREAS, the State Supreme Court issued an order on April 15, 2022 adopting a
set of redistricting maps for legislative district boundaries; and
WHEREAS, it is necessary for the City to adjust the previously adopted
boundaries to comply with the Order of the Wisconsin Supreme Court; and
WHEREAS, by Resolution 22-187 adopted May 10, 2022, the City of Oshkosh
adjusted its wards and districtis to comply with the legislative district boundaries; and
WHEREAS, a revision to map and the description attached to Resolution 22-187 is
necessary to correct scrivener’s errors in the legal description of Ward 4 and Ward 4A;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the attached amendment to the descriptions and ward plan for wards 4 and
4A is hereby approved and the City’s voting districts as established by Resolution
Resolution 22-187 adopted May 10, 2022 and amended by this Resoluiton are hereby
approved and established.

RE: Approve Amendment of City Ward Maps to Comply with Legislative
District Boundaries
BACKGROUND
State statutes require cities such as the City of Oshkosh to adopt a municipal voting
ward plan, establishing voting districts and select a polling site for each district. Upon
completion of a federal census, municipal wards, county supervisory districts and
districts for election of state and federal offices are reviewed and may be adjusted to
maintain proportionality of votes between the various legislative and congressional
districts to assure equal representation in the legislative branches of government.
ANALYSYS
The adjustments necessary to coincide with the Wisconsin Supreme Court ordered
maps were adopted by the City Council through Resolution 22-187 on May 10, 2022.
Winnebago County is working to enter this information into the State’s system prior to
the May 25, 2022 deadline and has notified the City of an error in the legal description
for Wards 4 and 4A. The attached Resolution will revise the attached descriptions for
the Amemded City Ward Map to Comply with Legislative District Boundaries.
FISCAL IMPACT
The minimal cost of the mapping changes (printing new maps and updating polling
location materials) will be absorbed by the Elections budget.
RECOMMENDATION
I recommend the City Council approve Resolution 22-224 to revise the amended City
Ward Maps to Comply with Legislative District Boundaries.

All that portion of the City located east of Jackson Street, west of Sherman Road and north of
Snell Road, also including all that portion of the City bounded by County Highway A to the
west, E. Sunnyview Road to the south and Lake Winnebago to the east.

All that portion of the City located east of Sherman Road, west of Lake Winnebago, south of E.
Sunnyview Road and north of E. Snell Road, also including all of the Jennerman, Salzeider,
Dobish, Dobish II and WMHI Annexations, all located on the south side of E. Snell Road and
east of County Highway A
